The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management (PCWWM) Department. This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use:

1. Rick Bright Architect, AIA, Inc. elected to make the 2nd submittal of this tentative plat, before this office had reviewed the 1st submittal, with the understanding that this would not create any obligation by this office to approve the 2nd submittal, or to expedite any necessary subsequent submittals.

This office reviewed the 2nd submittal in the 1st submittal’s place in our queue of plans to review. The following comments apply to the 2nd submittal:

2. This project will be tributary to the South Rillito West (North Line) Interceptor and the Roger Road Wastewater Treatment Plant. Per PCWWM Planning Services, the amount of available treatment and conveyance system capacity in the existing downstream sewerage system is limited, but treatment and conveyance capacity for this small development is currently available.

3. We have determined that this project would qualify for Non-Participating sewer connection fee rates.

4. Sheets D1.1 & D1.2: Add a Utility Note that states:

THIS PROJECT WILL HAVE ______ WASTEWATER FIXTURE UNIT EQUIVALENTS. (with the blanks appropriately filled in per Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).)

The number of proposed wastewater fixture unit equivalents should include those for both the Phase I and the Phase II buildings.

5. Sheets D1.1 & D1.2: Add a Utility Note that states:

CONSTRUCTION AUTHORIZATION FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT IS REQUIRED BEFORE BEGINNING ANY WORK ON THIS PROJECT. APPROVAL OF THIS DEVELOPMENT PLAN DOES NOT CONSTITUTE CONSTRUCTION AUTHORIZATION.

6. Sheets D1.1 & D1.2: If the design flow of the proposed private sewage collection lines is equal to or greater than 3000 gpd, using the Unit Flows Table found in Arizona Administrative Code, Title 18, Chapter 9, add the following Utility Note:

CONSTRUCTION AUTHORIZATION FROM THE PIMA COUNTY DEPARTMENT OF ENVIRONMENTAL QUALITY IS REQUIRED BEFORE BEGINNING ANY WORK ON THIS PROJECT. APPROVAL OF THIS DEVELOPMENT PLAN DOES NOT CONSTITUTE CONSTRUCTION AUTHORIZATION.

7. Sheets D1.1 & D1.2: Show the size of the proposed proposed sewer lines. Please note that a 4" Building Connection Sewer (BCS) line installed at 2% slope may carry the flow from no more than 256 wastewater fixture unit equivalents.

8. Sheets D1.1 & D1.2: If a 6" BCS line must be used, the connection to existing 8" public sewer line G-226 must be made a manhole. Revise if necessary.

9. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the 2nd submittal. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above project does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

2. Remove tax code numbers on adjacent lots. Relocate text that is within the new development and that overlays other text.

3. Indicate new legal description due to lot combination. Original lot lines are to be removed. Correct and revised.

4. Indicate the following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. D.S. 2-05.2.3.C

5. Indicate location of 20 foot ingress, egress with dimensions. Private drive also known as P.A.A.L. requires All-weather access. A gravel drive is not acceptable. Correct and revised. D.S. 3-01.4.4.E

6. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. D.S. 3-05.2.2.B The sidewalk next to the building indicates a 4 foot width without a one foot setback. Correct and revised.

7. Indicate if existing streets are public or private; (Stone Ave.) provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. D.S. 2-05.2.4.D.2

8. All proposed easements (utility, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. Use a light line weight for identifying utilities. D.S. 2-05.2.4.G

9. Indicate all proposed ground elevations at different points on each lot to provide reference to future grading and site drainage. Remove various elevations along Stone Ave., too cluttered. D.S. 2-05.2.4.H.4

10. The future location for the trash enclosure is not acceptable. The loading zone requires its own designated area. Correct and revise plan and demonstrate vehicle maneuverability, fully dimensioned for future refuse location. Gates are required, indicate what material will be used. Refuse collection on all projects shall be designed based on that Standard, even if collection is to be contracted to a private firm. As per your response to Engineering you commented "The Loading Zone and trash enclosure can overlap per a discussion with Craig Gross and John Clark". An approval letter signed by John Clark will be required indicating all phases of development. D.S. 2-05.2.4.T

11. Indicate existing and proposed SVT's. Far side is 345', Near side is 125'. Correct and revised.

12. A Grading Plan review is required. A grading review can be processed once Development Plan has been approved.

CODE SECTION/ DEVELOPMENT STANDARD

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 29, 2004.
