1. This development is subject to the conditions of rezoning case number C9-02-12. Please list the twenty-two (22) conditions on the development plan.

2. Site plans C.2 and C.3 show a scale of 1”=20’. Please change to the correct scale. Also, please place the word “North” at the proper location on all north arrows.

3. Condition #2 requires that elevations indicating colors of all existing and proposed structures shall be submitted at the time of development plan review. Please show this information on the site plan or submit as separate information to the Planning Task Force.

4. Condition #3 requires that all outdoor lighting in the off-street parking area shall be located below the height of the screen walls. Please change #7 in General Notes on drawing C.1 to state the condition. In addition, please show a drawing of how this condition will be addressed.

5. Condition #4 requires the screening of the dumpster from adjacent residential land uses and public right-of-ways. Please show the required screening on the site plans.

6. Condition #5 requires a six (6) feet high masonry wall located along the north property boundary with twenty-four (24) inch box canopy trees planted south of the wall a maximum of twenty-five (25) feet apart. The site plan shows a five (5) feet high masonry wall. In addition, the site plan has been altered in regards to the layout of the off-street parking on the property. This has created a site plan in which the required trees along the northern lot line are greater than twenty-five (25) feet apart. Please alter the site plan to adhere to condition #5 in its entirety.

7. Condition #6 requires the installation of a thirty (30) inch high masonry wall on the west side of the subject property. The site plan does not show the thirty (30) inch high masonry wall south of the point of ingress/egress along Westmoreland Avenue. Please show the thirty (30) inch high masonry wall between the point of ingress/egress and the show thirty (30) inch high masonry wall in front of the existing structure.

8. Condition #9 requires that a traffic directional sign shall be installed and maintained at the exit point onto Westmoreland Avenue. This sign is to direct traffic to Saint Mary’s Road. Please show this sign on the site plan.

9. Condition #10 requires that all masonry screen walls shall be constructed of, or painted with, graffiti-resistant materials. In addition, the condition states how the walls shall be decorated. Please show and state that the masonry screen walls will be constructed of, or painted with, graffiti-resistant materials. Also, please show what decorative materials will be used in the construction of the walls. These two requests can be address by a wall detail on the Development Plan or the Landscape Plan.

SUMMARY: Engineering Division has reviewed the Drainage Report, Development Plan and Landscape Plans received on September 17, 2003. The drainage report is approved for Development Plan purposes. Approval of the Development and Landscape plans is not recommended at this time. Consulted and referenced for review of this project were the City of Tucson's Major Streets and Routes (MS&R) Plan, Land Use Code (LUC), Development Standards (DS), the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0) and the Standards Manual for Drainage Design and Floodplain Management (SMDDFM - DS 10-02.0). The following comments are offered:

DEVELOPMENT PLAN:
1. Please check the scale referenced on sheet C.2. It appears the scale referenced does not match the drawing (DS 2-05.2.1 B);
2. A small project-location map shall be drawn on the first sheet of the Development Plan. If Sheet T1 is to be included as part of the Development Plan, then it must be identified as such. The location map must be drawn at a minimum scale of 3"= 1 mile (DS 2-05.2.1 D);
3. Correct the direction of north on Sheet C.2 (DS 2-05.2.1 H);
4. If a registered professional, such as a surveyor, architect, landscape architect, or engineer prepared the plans, provide the applicable registration or license number along with the seal and signature of the professional (DS 2-05.2.2 A 2);
5. Depict, label and dimension on the plan the ingress/egress and cross access easement identified in General Note #4, and all other easements of record (DS 2-05.2.3 B and DS 2-05.2.4 G);
6. Provide St. Mary's Road and Westmoreland Ave. right of way widths, recordation data, type and dimensioned width of paving, curbs, curb cuts and sidewalks (DS 2-05.2.3 C & 2-05.2.4 L);
7. Provide all utility information, including any sanitary and storm sewer data, as listed (DS 2-05.2.3D);
8. Provide the ground elevation on the site based on City of Tucson datum, with City Field Book and Page numbers provided (DS 2-05.2.3 E);
9. Depict and label all pertinent existing and future (MS&R) right of way information in accordance with DS 2-05.2.4 D 2 and DS 2-05.2.4 E & F, and Rezoning condition # 15);
10. The Development Plan (sheet C.2) must provide all drainage-related items listed under Development Standard 2-05.2.4 H (1-7), as applicable to this development. Please ensure the plan and the drainage report recommendations correspond with each other (DS 2-05.2.4 H);
11. Depict the future MS&R sight visibility triangles (SVT's). Future SVT's should originate at the future curb location (to be depicted on the plan), 11' from property line, per the MS&R cross section for pedestrian/utility areas in a 100' right of way (DS 2-05.2.4 I, R & DS 3-01.5.0);
12. Development Standard 6-01.0 requires a centralized onsite refuse provision for all commercial projects. The proposed location does not appear to be accessible from within the site as depicted, is proposed within a sight visibility triangle, and does not appear to be screened from the right of way or adjacent development (DS 6-01.2.2 A, DS 6-01.3.0, DS 6-01.4.1 A, E, L & M and 3-01.5.0). Revise the container storage location indicated on the plan, and provide written approval from Environmental Services Department (formerly Solid Waste Department) for curbside pickup, if proposed for this project (DS 6-01.0 and 3-01.5.0). Please note that additional comments may be provided from the Landscape reviewer regarding screening requirements.
13. Please address construction of new vertical curb along Westmoreland Avenue frontage and identify new vertical curbing to be constructed on sheet C.2, in accordance with rezoning condition #7. Contact Tucson Department of Transportation (TDOT) for Public Improvement Plan submittal and Right of Way improvements/permit requirements at 791-5100 (DS 2-05.2.3 C & 2-05.2.4 L);
14. Rezoning condition # 17 stipulates that any existing damaged sidewalk be replaced with new sidewalk. Replacement of new sidewalk at those locations where breaks are present, and a curb access ramp in accordance with Pima County/City of Tucson Standard Details for Public Improvements will be required at a minimum, along the Westmoreland Avenue frontage. Please provide a note indicating such on the plan and revise detail 13/C.4 accordingly (DS 3-01.3.3 A & DS 2-05.2.4 L);
15. Depict and label the retention/detention basins, fully dimensioned on the plan. Include basin details and cross-sections depicting top and bottom, any inlet/outlet details and elevations, side slopes and any proposed walls (DS 2-05.2.4 H 4 & SMDDFM 2.3.1.6 A);
16. Address roof drainage direction(s) and associated sidewalk scuppers for conveyance of 10-year flows, minimum, under sidewalk areas (DS 2-08.4.1 E, 2-08.5.1 E and 3-01.4.4 F);
17. Include reference to a directional sign to be installed and maintained at the egress onto Westmoreland Ave., directing traffic to proceed south onto St. Mary's Rd., in accordance with Rezoning condition # 9;

LANDSCAPE PLAN:
Demonstrate how water harvesting will be provided onsite to the maximum extent reasonably possible, per the City of Tucson's Land Use Code (LUC) Section 3.7.4, and SMDDFM, Sec. 14.2.10 (DS 10-02.0).


Resubmittal will require a revised Development Plan and Landscape Plan.
