We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. Your firm elected to make the 2nd submittal of this development plan, before the 1st submittal had been reviewed by this office. For this reason, the 1st submittal was not reviewed, and the 2nd submittal was reviewed in the 1st submittal’s place in our queue of plans to review. The following comments pertain to the 2nd submittal.

2. Per PCWWM Planning Services, there is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

3. Based on the previously approved development plans (under case numbers, CD9-85-79 and D98-035) for AGM Container, this project would qualify for Non-Participating sewer connection fee rates.

4. Sheet DP-1: There are no public sewers on the site. Delete the note that reads,

ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT AT THE TIME OF SUBMITTAL OF PLUMBING OR BUILDING PLANS.

5. Sheet DP-1: Add a note showing the number of proposed and existing wastewater fixture unit equivalents for this project. The number of wastewater fixture unit equivalents must be calculated per Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).

6. Sheet DP-1: Show the existing public sewer line and manholes in Fort Lowell Road, and label it with it’s plan number (G-145) and it’s size (10").

7. Sheet DP-1: Show the existing public sewer line and manholes in Palo Verde Boulevard, and label it with it’s plan number (G-223) and it’s size (8").

8. Sheet DP-1: This project will discharge to the Pima County’s public sewer system via an existing 4" private sewer line located on the adjacent property to the east. Have you verified that the slope and condition of the existing 4" private sewer line is sufficient to carry the combined flow from these properties? If not, please do so, now.

8. The unsigned Joint Use and Maintenance Agreement for the shared private sewer line faxed to me on this date by Ms. Ellen Howlett, Treasurer of AGM Container contained several spelling errors. Please be aware that I have faxed a marked-up copy of this Agreement back to Ms. Howlett for correction.

9. The Joint Use and Maintenance Agreement must be signed and recorded before the COT CDRC can approve this development plan. Provide this office with a copy of the recorded Joint Use and Maintenance Agreement for our records.

10. Sheet DP-1: Revise the label that currently reads, EXIST 4" SEWER PER JOINT USE ACCESS EASEMENT so that it reads,

with the blanks appropriately filled in with the proper recording information.

11. Please consider redrawing this development plan using a CADD system, removing all struck-out language and clouding, to make it more readable. This item is not a requirement, but please note that in its current form, this development plan does not have the professional appearance to reflect well on your firm.

12. We will require a complete set of the revised bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Ordinance 2003-29 went into effect on April 11, 2003. This ordinance requires that a wastewater review fee be paid for each submittal of a development plan or subdivision plat. The review fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

Please include a $50.00 check for the wastewater review fees (made out to PIMA COUNTY TREASURER) with the revised set of bluelines and response letter. (Although the next submittal of this project will be the third submittal to the CDRC, but the second (2nd) submittal wastewater review fees will apply, as your firm elected to make the second submittal before first submittal was reviewed.

If other sheets are revised in such a manner that the sewer design is impacted, please adjust the review fee accordingly.
