This review letter may contain comments pertaining to the concerns of either Department. Separate review letters from PDEQ and PCWWM representatives will not be prepared for this project. The following comments are offered for your use: 1. This project will be tributary to the South Rillito - Central Interceptor and the Roger Road and Ina Road Wastewater Treatment Facilities. Per PCWWM Planning Services, there is currently treatment and conveyance system capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for treatment or conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based on our historical records for this property, this project will qualify for the Non-Participating sewer connection fee rate. 3. All Sheets: Add the development plan case number, D03-0028, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 4. Sheet 1: Add a General Note that states: THE ON-SITE SEWERS ARE EXISTING AND WILL BE PRIVATELY MAINTAINED. 5. Sheet 1: Add a General Note that states: THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS. (with the blanks appropriately filled in per Table 13.20.040(F)(1) in Pima County Code 13.20.040(F).) 6. The following information shall be provided on the development plan drawing to indicate the existing conditions on site and within fifty (50) feet of the site. On sites bounded by a street with a width of fifty (50) feet or greater, the existing conditions across the street will be provided. D.S. 2-05.2.3 4. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. D.S. 2-05.2.3.C 5. The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction. D.S. 2-05.2.3.D 6. For land that slopes less than approximately one (1) percent, contour lines shall be drawn at intervals of not more than one (1) foot. Spot elevations shall be provided at all breaks in grade and along all drainage channels or swales and at selected points not more than one hundred (100) feet apart in all directions. D.S. 2-05.2.3.E.1 7. If applicable, indicate existing storm drainage facilities on and adjacent to the site will be shown. D.S. 2-05.2.3.F 8. Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. D.S. 2-05.2.4.D.2 9. Note: If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Sec. 3.3.0 of the LUC and Development Standard 3-05.0. D.S. 2-05.2.4.D.3 10. Development Plan TRANSMITTAL: August 22, 2003 DUE DATE: September 1, 2003 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is August 4, 2004. 2. Place the development plan number (D03-028) on each sheet of the development plan and landscape plan in the lower right hand corner near the title block. DS 2-05.2.2.B.2 3. Dimension existing and future curb locations from street monument lines. DS 2-05.2.3.C 4. Continuous pedestrian circulation (a sidewalk connection) must be provided between the existing building and the shed. Dimension the width of the existing sidewalks along the east and west sides of the building. DS 2-08.4.1 DS 2-05.2.4.K 5. If any new freestanding lighting or signage is proposed as part of this development, indicate location and type. DS 2-05.2.4.N 6. MS&R bldg setback is required to be the greater of 21' or height of structure wall measured from back of future curb, not from the face of curb as shown on the drawing. Revise general note 5 regarding street perimeter building setback to specify that the dimension is measured from back of future curb loccation. LUC 3.2.6.5 7. The existing building does not meet required perimeter yard setbacks to the north and south property lines. A Lot Development Option (LDO) will be required. If a Board of Adjustment Variance is sought (see comments 10, 11, 12 and 13), the setback issue may be addressed through the variance process. LUC 3.2.6.4 8. The gross floor area of the shed must be stated on the plan and included in all calculations for parking, loading zone and Floor Area Ratio (FAR). Please revise plan by dimensioning the shed and including its square footage in all calculations. LUC 3.2.3.2.B LUC 3.2.11 DS 2-05.2.4.M &.N 9. Per IBC Sec. 1106.4, the handicapped parking space must be van accessible, and be provided with an access aisle with a minimum width of 8 feet. Please revise drawing, which shows no van accessible parking provided for the project. Also, provide the maximum slope of the handicapped aisle and access ramp. ANS/IBC 10. The development plan indicates that the parking area has a gravel surface. LUC section 3.3.7.3 requires all vehicular use areas to be surfaced with either asphaltic concrete, cement concrete or a penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate. Please revise drawing. If the LUC surfacing requirements are not met, a Board of Adjustment Variance is required. If approved, place the variance case number, the date of approval, conditions and what the variance was for in the general notes of the development plan. Also, place the variance case number in the lower right hand corner of the plan, near the title block. LUC 3.3.7.3 DS 2-05.2.2.B.6 DS 3-01.3.1 11. The parking calculations indicate there is a deficit in required parking. Please revise plan. Also, two of the proposed parking spaces are within the future sight visibility triangles and so they may not be counted towards meeting rezoning condition 2 and they may not be counted towards meeting LUC parking requirements. If rezoning condition 2 is not met, Mayor and Council approval must be obtained for a change of rezoning condition. If parking requirements are not met, a Board of Adjustment Variance is required. If approved, place the variance case number, the date of approval, conditions and what the variance was for in the general notes of the development plan. Add a loading zone calculation, stating the number of loading spaces required and provided. to the development plan. Per LUC 3.4.5.5, for administrative and professional office uses with more than 1,500 square feet of gross floor area, a loading zone (fully dimensioned at 12' × 35') is required. There is no loading zone depicted on the drawing. Please revise. LUC 3.4.5 DS 2-05.2.4.O DS 2-05.2.2.B.6 13. The width of the entrance drive is shown to be only 18 feet. The minimum required width is 24 feet. Please revise drawing. If the width of the parking area access lane is not met, a Board of Adjustment Variance is required. If approved, place the variance case number, the date of approval, conditions and what the variance was for in the general notes of the development plan. Also, place the variance case number in the lower right hand corner of the plan, near the title block. DS 2-05.2.4.D.3 LUC 3.3.7.2 DS 3-05.2.1.C DS 2-05.2.2.B.6 14. A backup spur is required at the east end of the parking lot to allow vehicles parked in the easternmost two parking spaces to maneuver out of the spaces to exit the site. Vehicles may not back out onto a designated MS & R such as Swan Road. Dimension the depth of the backup spur. A minimum 3-foot deep backup spur is required and a minimum of 3 feet is required between the end of the spur and any obstruction to allow for vehicle overhang. DS 3-05.2.2.D 15. Revise the bicycle parking calculation to be based on 8% of vehicle parking spaces provided.
