We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. Per Pima County Wastewater Management’s Planning Services, there is currently capacity in the existing downstream sewerage system for this development.

2. Based on the preliminary sewer layout as shown on the referenced development plan, this project would qualify for Non-Participating sewer connection fee rates.

3. Add the development plan case number, D03-0026, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers.

4. Sheet 1: Show both the number of proposed and the number of existing wastewater fixture units in General Note 15.

5. Subject to the above, the development plan is hereby approved. The required changes may be shown on the Mylars.

SUMMARY: Engineering Division has reviewed the Drainage Report, Development Plan and Landscape Plans received on 29 July 2003. Approvals are not recommended at this time. Consulted and referenced for review of this project were the City of Tucson Land Use Code (LUC), Development Standards (DS), the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0) and the Standards Manual for Drainage Design and Floodplain Management (SMDDFM - DS 10-02.0). The following comments are offered:

DEVELOPMENT PLAN:
1. Depict and label existing and future (MS&R) sight visibility triangles (Development Standard [DS] 2-05.2.4 I, R & DS 3-01.5.0);
2. Please address construction or existence of vertical curb on 36th street and the sidewalk depicted along Campbell Avenue right of way, as noted on the previous Development Plan (D02-0012), with call-outs and labeling, fully dimensioned. Curbing is not depicted and is typically required between the roadway and sidewalk in all rights of way. Written approval by Tucson Department of Transportation (TDOT) is required for the present configuration, prior to Development Plan approval by Engineering Division, Development Services Department (DS 2-05.2.3 C & 2-05.2.4 L);
3. New 4' sidewalks are required where curbing exists along Sunland Vista and Kramer Avenue rights of way (DS 2-05.2.4 L);
4. Provide retention/detention basin dimensions and limits of 100-year ponding on the plan. Include a basin detail or cross-sections depicting inlet/outlet details, basin top, bottom, slopes and new retaining wall, fully labeled and dimensioned (DS 2-05.2.4 H 4 & SMDDFM 2.3.1.6 A);
5. Address roof drainage direction(s) and associated sidewalk scuppers for conveyance under sidewalk areas (DS 2-08.4.1 E, 2-08.5.1 E and 3-01.4.4 F);
6. The finished floor elevation depicted on the plan does not match the recommendations provided in the drainage report. Please address this discrepancy and revise the plan as necessary.

DRAINAGE REPORT:
1. 5-year threshold retention volume calculations do not demonstrate that the basins provided actually accommodate the entire site development, as appears to be the intent. The report must address the retention volume requirement for the site as a whole, with supporting calculations, or provide supporting data and correspondence clearly demonstrating what the volume requirements under Phases I & II were, with Phase III volume addressed and added to the original requirements in a resubmittal. Revise as necessary, in accordance with Sections 1.4, 2.2 and 3.2 of the Stormwater Detention/Retention Manual (DS 10-01.0).
2. The report proposes bleeder pipes for the basins without specifying pipe diameters, locations, maximum discharge rates, invert elevations, nor times of disposal required and achieved. The previous Development Plan does not appear to depict any such pipes. Please address these items, provide test results, and any previously approved report, correspondence, or plans that indicate prior approval of such;
3. The report provides finished floor elevation recommendations for what appear to be two new buildings on page 10, yet the introduction and the Development Plan only discuss and depict one building under this phase, with a finished floor elevation different than either of the two provided in the report. Please clarify and revise as necessary;
4. Please provide a copy of the soils report for this project, containing the minimum items outlined in Section 14.2.6 of the SMDDFM (DS 10-02.0)

LANDSCAPE PLAN:
Demonstrate how water harvesting will be provided onsite to the maximum extent reasonably possible, per The City of Tucson's Land Use Code, Section 3.7.4, and SMDDFM, Sec. 14.2.10

GENERAL COMMENTS:
The Development Plan and drainage report were reviewed for Development Plan purposes only - a separate grading plan/permit submittal may be required.
Resubmittal will require a revised Drainage Report, Development Plan and Landscape Plan.

If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 14, 2003.
