Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is April 23, 2004. 2. Please add the following street names to the location map. Glenn Street, Fort Lowell Road, Arcadia Avenue and Alamo Wash. DS 2-05.2.1.D.2 3. The existing zoning of parcel proposed for development is not O-3. The existing zoning is R-1 and is proposed for rezoning to O-3. General note two on sheet one of three must be revised appropriately. (The zoning is effectuated as a result of securing a building permit.) DS 2-05.2.2.B.1 4. Revise in general note 4, the development designator from "27" to "30". The use must also be revised from Administrative and Professional Office to 'Medical Service Outpatient is "30", subject to section 3.5.4.8.B'. 5. This site is subject to the criteria of LUC section 2.8.3, Major Street and Routes Setback Zone (MS&R). Add a note that states that this site is designed to meet those requirements. DS 2-05.2.2.B.10 6. Per rezoning condition four (4), an exclusive non-motorized recreational trail easement along the Alamo Wash shall be dedicated to the City of Tucson. Please add to the plan the docket and page number of the recorded easement and provide the appropriate documents such as the legal description of the easement and a copy of the acceptance letter by the City of Tucson. DS 2-05.2.3.B 7. Please clarify and revise if required the cross sections depicting the PAAL, vehicle-parking spaces, and sidewalk areas. Typically a wheel stop is placed two and one-half feet from the front of the vehicle parking spaces. The cross section indicates that the front of the vehicle would overlap onto the sidewalk. If this is the case please add a sidewalk with dimension and annotate as typical. DS 2-05.2.4.D.3. 8. A continuos pedestrian circulation is required. The on site continuous pedestrian circulation has not been made to building two. The circulation must also be accessible, show access ramps where required as part of the circulation. Add painted crosswalks where required to indicate the continuous pedestrian circulation. DS 2-05.2.4.K 9. Per rezoning condition 22 a meandering six (6) foot wide sidewalk must be provided along the Glenn Street frontage. Because the sidewalk will provide public access onto private property a pedestrian easement will be required. Please contact Jim Rossi or Jim Stoyanoff with the City of Tucson Real Estate Division at 791-4181 regarding the requirements and documentation for a public easement on private property. DS 2-05.2.4.L 10. Each building must be provided with one (1) 12 foot wide by 35 foot long loading zone. The loading zone may not be located with a parking area access lane (PAAL) and must not obstruct or interfere with vehicle parking spaces or pedestrian areas. Maneuverability into and out of the loading must be demonstrated on the plan. Revise the loading zone calculations to indicate the number of loading zones required and provided. DS 2-05.2.4.O and LUC section 3.4.5.4 table 11. Per the 2000 IBC table 1106.1 151 to 200 vehicle-parking spaces provided a minimum of six (6) handicap vehicle parking spaces must be provided. Of the six spaces one space must be for a van accessible space. In addition if office space is reserved for rehabilitation facilities and outpatient physical therapy twenty percent of the vehicle-parking spaces must be shall be accessible. Clarify by note and response comment whether physical therapy or rehab is proposed for any of the office space or entire buildings. (I acknowledge it may difficult at this time to know who the clients will be.) A general note on the plan may be added to cover the requirement for additional accessible parking spaces for these types of uses. Bear in mind that additional accessible parking spaces will reduce the amount of provided parking spaces because of the additional access aisle. As of this review only 200 spaces have been provided which is one excess parking space. DS 2-05.2.4.P, 2000 IBC sections 1106.1, and 2000 IBC 1106.3 12. Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0. Provide, as a note, calculations on the number of bicycle spaces required and the number provided. Bicycle Parking: Eight (8) percent - fifty (50) percent Class 1 and fifty (50) percent Class 2. Revise the bicycle parking calculations to reflect that 75 percent of the spaces are class one and 25 percent class two. In addition the locations of both the class one and two bicycle-parking facilities must be shown, dimensioned, and annotated on the plan. The facilities must be evenly distributed throughout the development. Separate fully dimensioned detail drawings for the class one and two facilities must be provided on sheet three (3). If the facilities are not visible from the street frontage directional signage that directs the cyclist to the facilities must be provided. Indicate on the plan the locations of the directional signage if needed. Bicycle parking is based on the number of vehicle parking spaces provided. Revise the bicycle parking calculation. DS 2-05.2.4.Q and DS 2-09. (If the parking calculations change please revise the bicycle parking calculation as required.) 13. Clarify by response if one dumpster location is proposed for the entire development. Show and annotate all refuse container locations if more than one location. DS 2-05.2.4.T 14. Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning. Indicate "Future Right-of-Way" for Glenn Street, which is 64 feet wide. D.S. 2-05.2.3.C 9. The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Indicate all that apply. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction. D.S. 2-05.2.3.D 10. Indicate existing and proposed storm drainage facilities on and adjacent to the site will be shown, if applicable. D.S. 2-05.2.3.F 11. If applicable, indicate other significant conditions on the site, such as major rock outcrops, structures, fences, walls, etc., shall be shown. These elements should be indicated in a different line weight than the proposed improvements and labeled to be removed or retained. Indicate CMU wall height. D.S. 2-05.2.3.G 12. Applicable only if the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. D.S. 2-05.2.4.C If the project is phased, the phase under consideration shall be designed so that later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access and incorporation of future phases into this project are required. D.S.2-05.2.4.D.4 13. For specific information on refuse collection, refer to Development Standard 6-01.3.0/4.2 Refuse collection on all projects shall be designed based on that Standard, even if collection is to be contracted to a private firm. However, should the easement be in conflict with any proposed building location, vacation of the easement is to occur prior to issuance of permits. D.S. 2-05.2.3.B 8. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Indicate "Future Right-of-Way" for Glenn Street, which is 64 feet wide. D.S. 2-05.2.3.C 9. The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and street lights. If water mains and sewers are not located on or adjacent to the tract, indicate the direction, distance to, and sizes of those nearest the property. Indicate all that apply. Identifying the locations of all utilities and service equipment immediately adjacent to the project is especially important in situations where pedestrian and vehicular access and circulation or landscaping can be in conflict. By knowing the location of the existing utilities, design of the project can take those elements into consideration and can help avoid expensive and time-consuming relocation of utilities, major redesign, or requests to vary regulations after commencement of construction. D.S. 2-05.2.3.D 10. Indicate existing and proposed storm drainage facilities on and adjacent to the site will be shown, if applicable. D.S. 2-05.2.3.F 11. If applicable, indicate other significant conditions on the site, such as major rock outcrops, structures, fences, walls, etc., shall be shown. These elements should be indicated in a different line weight than the proposed improvements and labeled to be removed or retained. Indicate CMU wall height. D.S. 2-05.2.3.G 12. Applicable only if the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. D.S. 2-05.2.4.C If the project is phased, the phase under consideration shall be designed so that later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access and incorporation of future phases into this project are required. D.S.2-05.2.4.D.4 13. Indicate dimensions for existing and proposed street widths, curbs, sidewalks, and utility locations. Keynote #2 needs to indicate Future R.O.W. D.S. 2-05.2.4.D.2 14. Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned. For specific information on refuse collection, refer to Development Standard 6-01.3.0/4.2 Refuse collection on all projects shall be designed based on that Standard, even if collection is to be contracted to a private firm. Per Pima County Wastewater Management’s Planning Services, there is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Per our computerized records for Tucson Medical Center, Lots 1-14 (C12-92-1), this project would qualify for Participating sewer connection fee rates. 3. Add the development plan case number, D03-0018, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 4. Sheet 1: Tucson Medical Center, Lots 1-14 is served by a system of private sewers. Does this lot have obligations regarding the private sewer system to the other lots in this subdivision? If so, identify these obligations in a General Note. If the obligations regarding the operation and maintenance of the existing private sewer trunk line on this property are not clearly identified in some prior document, they should be clarified at this time, by creating a Private Sewer Easement created by separate instrument over the existing private sewer trunk line on this lot for the benefit of the property owner’s association, and /or creation of a Joint Use and Maintenance Agreement. 5. Sheet 1: Show the proposed total number of wastewater fixture unit equivalents in General Note 15. Based on that number, a Sewer Service Agreement will be prepared for this project, if required. 6. Cross-sections of the trail corridor should be shown indicating how trail width, landscaping and elevation changes will be handled. Pathway specifications should indicate 2" of stabilized decomposed granite over 95% compacted subgrade. Building 1 is too close to trail corridor.
