The following comments are offered for your use: 1. We have sent to your office under separate cover a Private Sewer Service Agreement for the proposed number of fixture units. The Sewer Service Agreements must be signed by the owner of record, notarized, and all three originals returned to this office before we can approve the Development Plan. 2. We have no objection to this Development Plan, however, until we receive the signed Sewer Service Agreements, we cannot approve the Development plan. We offer the following comments: Drainage Report: 1. Depict on the drainage exhibits Ricardo Small Wash top of banks and delineate the resource areas. 2. Address the potential for the runoff in Ricardo Small Wash to back into the proposed retention basin through the proposed 8" PVC. 3. In the Ricardo Wash HEC-RAS model, provide additional cross sections upstream of the existing 36" CMP's inlet and downstream of cross section 1 in order to determine the impact of the proposed encroachment. 4. Revise on the onsite drainage exhibit the existing and proposed 100-year floodplain, if applicable. 5. It appears that the erosion hazard setback lines have not been shown on the Drainage Plan for developed conditions or they are not clearly depicted. 6. Show on the Drainage Plan for developed conditions the roof drainage patterns. Please be advised that detailed construction information will be required on the Grading Plan 7. Show the water harvesting areas and how you propose to convey onsite runoff to the proposed water harvesting basins. You may verify compliance with a note. 8. Based on the requirements of Section 1.5.2. and Chapter 14 of the Standard Manual for Drainage Design and Floodplain Management in Tucson, Arizona, provide a maintenance access for the proposed retention basin and include in the Drainage Report the basin maintenance check list. 9. According to D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk. This also applies to roof drainage. Demonstrate compliance with this requirement and include any design calculations in drainage report. (if the roof drains exact location has not been determined yet, a note, which substantiates compliance with this requirement, will suffice) Development Plan: 1. The correct development case number is D03-0007. Revise as required by D.S. 2-05.2.2.B.2. 2. Ricardo Small Wash is classified as Xeroriparian Intermediate Habitat, which requires environmental resource mitigation in case disturbance of the 50' resource area is proposed. Since the Wash appears to have a defined channel, it is treated as a WASH ordinance wash for mitigation purposes. It appears that the resource area will be disturbed. Submit a mitigation report and plan that addresses the proposed disturbance (depict on the Development Plan Ricardo Small Wash top of banks and delineate the resource areas). 3. The existing contour lines as shown on the contoured aerial maps appear to be different from what is shown on the Development Plan. Revise the contour line information as needed in accordance with the requirements of D.S.2-05.2.3.E (most existing contours and their elevations within the site, especially were the buildings are proposed, are not shown). 4. Because of the lack of existing contour lines, it is difficult to determine if the project meets the differential grading requirement. Ensure that the proposed pad and finished floor elevation meet the requirements of the Grading Ordinance. 5. Show the existing floodplain information as described in D.S.2-05.2.3.I. (for both washes that impact the site). 6. Dimension the proposed flowage easement (D.S.2-05.2.4.G.). 7. All proposed drainage structures (retention basin, channels, etc.) should be within dedicated common areas or dedicated drainage easements. Revise (the Development Plan does not show the required common areas or easements). 8. Due to the size of the proposed retention basin, it requires a maintenance access (A minimum of one 15-foot-wide vehicular access ramp shall be provided into each basin. The maximum roadway or access ramp slope shall not exceed 15 percent. Alternate means of access will be reviewed by the City Engineer on a case-by-case basis. SMDDFM 14.3.3 & 4 and 2.3.1.6.C)). 9. Show all applicable setback lines including erosion hazard setbacks (D.S.2-05.2.4.I.) (As required by comment #2 above, delineate Ricardo Small Wash top of banks and show the erosion hazard setback lines from the top of the banks. Please be advised that hand placed rip rap is not sufficient for bank protection and for reducing the setback distance). 10. Show and label proposed Brown Avenue sidewalk (D.S.2-05.2.4.L.). 11. According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk. This also applies to roof drainage. Demonstrate compliance with this requirement (if the roof drains exact location has not been determined yet, a note, which substantiates compliance with this requirement, will suffice). 12. It has been the City's experience with grouted riprap that 6" thick grout does not provide durable protection. It cracks and deteriorates easily, which can require the owner to provide continuous and costly maintenance. We recommend using a minimum of 8" grout for D50 = 6" riprap. Revise cross-sections A-A and "C" on sheet 3 as necessary. 13. Dimension the sight visibility triangles to ensure that the project is in compliance with the requirements of D.S. 3-01.5.1.A.1. 14. Add a General Note, which states that a Floodplain Use Permit (FUP) is required for this development. The note should also specify the specific reason for the FUP in order to prevent any possible confusion concerning the purpose of the FUP (i.e. the FUP is needed for the encroachment on the floodplain by a fill, not for constructing buildings in the floodplain, which requires elevation certificates). 15. Due to the size of this project, it will require a Stormwater Pollution Prevention Plan (SWPPP). Submit a SWPPP with the Grading Plan submittal. 16. Revise the Development Plan according to the Drainage Report revisions. Landscape Plan: 1. Show the sight visibility triangles to ensure that the project is in compliance with the requirements of D.S. 3-01.5.1.A.1. 2. Show water-harvesting basins. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is February 26, 2004. 2. Note the applicable "subject to" section under general note three (3). Family Dwelling "P", subject to: Sec. 3.5.7.1.F. D.S. 2-05.2.2.B.3 3. General note seven (7) indicates a total of 8 units and the vehicle parking calculation indicates a total of 32. Revise for consistency. D.S. 2-05.2.2.B.4 4. Label and dimension the future curb location along Broadway Blvd. This information is required to determine compliance with building setback requirements listed under LUC Sec. 3.2.6.5.B.1 and Table 3.2.6-1. In addition, D.S. 2-05.2.4.F requires MS&R information (future sidewalk, right-of-way lines, etc.) to be drawn on the plan. D.S. 2-05.2.4.C 5. It appears that a proposed sign will be located within a sight visibility triangle (SVT) at the entrance from Brown Ave. Per D.S. 3-01.5.1.A.1, lines of sight may not be obscured between 30 inches in height and six (6) feet in height. Relocate sign location to be outside SVT. D.S. 2-05.2.4.R 6. All requested changes must be made to the development and landscape plans.
