The proposed building for commercial storage should function as a separate use from the existing personal self storage facility; with all commercial storage being contained inside the proposed building.

Please indicate on the development plan the boundary of the 5.5 acre parcel that contains the 100,000 square feet of one-story self storage units and related office uses. Show that the proposed commercial storage building is not part of the 5.5 acre site and related office uses. Otherwise the more restrictive rezoning conditions of the personal self storage facility site, i.e. 12’ height might apply.

On sheet 1 of 3 of the Development Plan, General Notes 9, it indicates that the site area is 7.01 acres. Does this include the three adjoining C-1 parcels? Please correct or explain.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is February 01, 2008.

2. D.S. 2-05.2.2.B.3 General Note #8 add the Subject to: Sec. 3.5.10.1 to the ADDITIONAL PROPOSED USE.

3. D.S. 2-05.2.2.B.10 General note 20, add Sec. 2.8.3 prior to a Major Streets & Routes (MS&R), also add Sec. 2.8.4 Gateway Corridor Zone (GCZ).

4. D.S. 2-05.2.4.A Based on the last approved development plan and the Assessor's Property Inquiry page there have been numerous lot split/combos done to this property since 2004. Provide documentation for the split, combo or lot line reconfiguration that shows that the City of Tucson approved this process. It does not appear that any additional lots have been created but clarification is needed. Additional comments maybe forth coming.

5. D.S. 2-05.2.4.B provide the zoning of the adjacent parcels on sheet 2 of 3. This includes the zoning for the Pantano Wash area.

6. D.S. 2-05.2.4.D Provide a dimension for the west entrance Parking Area Access Lane (PAAL) off of Golf Links.

7. D.S. 2-05.2.4.D Provide a dimension for the PAAL located to the south of the existing office building.

8. D.S. 2-05.2.4.D & D.S. 3-05.2.2.D Zoning acknowledges that a type of backup spur has been provided at the east end of the parking area. Some type of barrier is required to prevent vehicles from entering what appears to be part of the drainage system.

9. D.S. 2-05.2.4.I & .R provide existing and future sight visibility triangles for the western most entrance to the parking area.

10. D.S. 2-05.2.4.I Provide a dimension for the building setback to Golf Links Road. Per LUC Sec 3.2.6.5.B this setback is measured from the back of future curb.

11. D.S. 2-05.2.4.K & D.S. 2-08.4.1.A Provide a sidewalk out to the existing sidewalk along Golf Links Road. This sidewalk will need to meet the accessible route requirements of D.S. 2-08.3.1

12. D.S. 2-05.2.4.K & D.S. 2-08.4.1.B & .D a sidewalk is required between the PAAL and the south and west side of the proposed building. A 5' asphalt walkway does not meet the requirements of D.S. 2-08.5.1. Additional comments maybe forth coming.

13. D.S. 2-05.2.4.K & D.S. 2-08.3.1 Provide a pedestrian access/accessible route to all buildings on the site. There does not appear to be a pedestrian access/accessible route from the proposed building to the personal storage office.

14. D.S. 2-05.2.4.K based on the provided "Typ. Van Accessible H.C. Parking Stall", access to the curb ramp may not located between the parking space and the PAAL, per 2-08.4.1.F. Revise detail.

15. D.S. 2-05.2.4.M provide as a note, the square footage of each building and the specific use proposed.

16. D.S. 2-05.2.4.O the exact location of the loading zone is unclear. On sheet 2 of 3 it appears that the required 12' x 55' loading space is located inside the proposed building. On sheet 3 of 3 is shows the required 12' x 55' loading space is located in front of the refuse enclosure. Please clarify the location of the loading space and show the maneuvering area. The loading space may not be located in front of the trash refuse enclosure.

17. D.S. 2-05.2.4.P based on the last approved development plan there appears to be some reconfiguration of the parking area i.e. the handicapped area to the south of the existing office and the addition of a handicapped space to the parking south of the proposed building. Provide a fully dimensioned parking layout. The number of spaces shown on the plan is 52, General Note 14 calls out for 55 provided, clarify.

18. D.S. 2-05.2.4.P Show the location of the Class 2 bicycle parking on the plan. Provide a detail which meets the requirements of D.S. 2-09.0 Provide off-street bicycle parking; including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required. Please review the revised DS 2-09 and provide the necessary corrections to the bicycle parking as required. Once changes are provided and reviewed further comments may result. 19. D.S. 2-05.2.4.T Show the maneuvering area to the refuse location. The refuse enclosure may not be accessed through the loading space.

20. D.S. 2-05.2.4.W If applicable indicate the locations and types of proposed signs (wall, freestanding, pedestal & billboard) on the plan.

21. The distance shown for the east property line appears to be incorrect, clarify.

22. Provide some type of barrier to prevent vehicles from accessing the two parcels which are called out as "VACANT" on the plan. Per the most recent arial photos it appears that both of the vacant parcels have been graded without obtaining a grading permit. Contact Joe Linville to verify what type of revegatation or dust control will be requried.

23. Per sheet L-1 the vacant parcel located adjacent to the proposed building is called out to have new paving. The paving is not called out on the development plan. Clarify if the parcel will be paved. If paving is planned clarify what the use will be and provide expansion calculations for the additional paved area.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

1. This project will be tributary to both the Ina Road Water Pollution Control Facility and Roger Road Wastewater Treatment Facility via the Pantaño Interceptor. The onsite sewers are existing and private. No new sewers are proposed.

2. Sheet 1: In the Location Map block the Range is incorrect. Correct the Location Map.

3. Sheet 1: Revise General Note #12 so that it states:

THE ONSITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

4. Sheet 1: Revise General Note #13 so that it states:

THIS PROJECT WILL HAVE 64 EXISTING AND ZERO PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

5. Sheet 2: Correct the line type for the existing sewers so that they do not appear to be proposed. See Legend block on Sheet 1.

6. Sheet 2: Revise the site plan to show the IMS # for the existing manhole in the Golf Links right-of-way.


7. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
