| 12/16/2002 | LAITH ALSHAMI | DEVELOPMENT SERVICES | ENGINEERING | Denied | SUBJECT: Rita Retail Shopping Center D02-037, T15S, R15E, SECTION 26 RECEIVED: Development Plan, Drainage Report and Landscape Plan on November 18, 2002 The subject project has been reviewed. We offer the following comments: Drainage Report: 1. It appears that Concentration Point #2 may receive additional runoff in the future due to new developments. Address this point in order to ensure that existing and proposed drainage structures will be able to accommodate future conditions. 2. The first paragraph, on page 7, refers incorrectly to "Concentration Point A". Revise. 3. Provide the design calculations for all proposed drop inlets. 4. The culvert analyses assume all proposed drainage pipes are RCB's which is not the case. Revise as necessary. 5. It is not clear where the existing and proposed channels were rated for the purpose of determining tail water depth and channel proposed geometry. Provide adequate information which clearly shows the channels analyses. 6. The Drainage Report should address water harvesting and demonstrate how drainage will be directed to the water harvesting basins. 7. According to D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when the runoff crosses any sidewalk. This also applies to roof drainage. Demonstrate compliance with this requirement and include any design calculations in drainage report. Development Plan: 1. Correct the word "rage" in the description below the location map and in the title block. 2. Correct the word, which is supposed to describe Houghton Road as "public" on sheet DP2. 3. The western entrance curb return encroaches in front of the adjacent property to the west. Revise as necessary. 4. Provide the correct D(yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2. 5. Provide all applicable annexation conditions as required by D.S. 2-05.2.2.B.7 6. Since this project does not have detention/retention basins, remove the reference to "detention/retention" in general notes #12 and 17. 7. Provide a legend as specified in D.S. 2-05.2.1.J. 8. The existing contour lines are not clear. Darken the existing contour lines in order to determine existing offsite and onsite drainage patterns. 9. Show the proposed sidewalk scuppers as required by D.S. 2-05.2.4.H.3. 10. Show all 100-year floodplain limits and water surface elevations as required by D.S. 2-05.2.3.I.1. and D.S. 2-05.2.4.H.6. 11. Provide the proper verification for drainage solutions which occur outside the boundaries of the subject development as required by D.S. 2-05.2.4.H.5. 12. Revise the Development Plan according to the Drainage Report revisions. Landscape Plan: 1. Show water-harvesting areas. 2. It appears that the proposed landscaping in the drainage channels may affect their capacity. Verify that the landscaping does not interfere with the proposed drainage. RESUBMITTAL REQUIRED: Revised Development Plan, Landscape Plan and Drainage Report |

| 12/16/2002 | PETER MCLAUGHLIN | DEVELOPMENT SERVICES | ZONING | Denied | CDRC TRANSMITTAL TO: Development Services Center Plans Coordination Office FROM: Peter McLaughlin Sr. Planner FOR: Patricia Gehlen Principal Planner PROJECT: D02-037 Rita Ranch Retail Center Development Plan TRANSMITTAL: December 16, 2002 DUE DATE: December 16, 2002 1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for full CDRC review. The one year expiration date for this development plan is November 17, 2003. 2. Place the entire development plan number (D02-037), and SCZ case number (SCZ-02-14, refer to comment 3), on each sheet of the development plan, landscape plan and NPPO plans in the lower right hand corner near the title block. DS 2-05.2.2.B.2 & B.10 3. A portion of this site is within the 400 foot Scenic Corridor for Houghton Road. A Scenic Corridor Zone (SCZ) application has been submitted and must be approved prior to development plan approval. Include the SCZ case number (SCZ-02-14), date of approval, approved colors and conditions in the general notes. DS 2-05.2.2.B.10 4. The parking spaces have a dimensioned length of only 15 ½ feet on the drawing. The minimum required length for vehicle parking spaces with wheelstops, as shown in the parking space detail, is 18 feet. Wheelstops must be provided, as shown in the parking space detail, to prevent vehicles from overhanging landscaped areas (as stated in general note18) and reducing pedestrian sidewalk areas to less than 4 feet in width. Revise detail to show that parking spaces with wheelstops will be 18 feet in depth. LUC 3.3.7.2 DS 3-05.2.3.C.2 5. Provide a bicycle parking calculation on the development plan. Bicycle parking is based on the uses proposed and the number of vehicle parking spaces provided. Also, provide a detail showing a fully dimensioned layout of class II bicycle parking (including width and length of spaces and a 5-foot clear area for bicycle maneuverability per DS 2-09). Because proposed bicycle parking is located to the rear of the building from Rita Road, provide directional signage indicating the location of class 1 and class 2 bicycle parking. Show the location of the directional signage on the d.p. DS 2-05.2.4.Q DS 2-09.6.0 DS 2-09.5.1 6. Indicate the location, height and type of all proposed free-standing signage on the d.p. drawing. DS 2-05.2.4.W 7. Will there be a wall or fence along the east property line? A minimum of two feet is required between a PAAL and a fence or other obstruction. DS 3-05.2.2.B.3 8. Please specify that the MS&R building setback is dimensioned from back of existing or future curb location along Rita Road. Revise the building setback for the west side of the property, along Reese Loop Road to read 21 feet or (H) whichever is greater, as measured from back of existing curb location. The proposed drive thru canopy is subject to MS&R setbacks (the greater of 21 feet or the height of the structure from back of future curb location). LUC 3.2.6.5 DS 2-05.2.4.I 9. Add existing and future (if different from existing) site visibility triangles for the intersection of Rees Loop Rd and Rita Rd. Also, add existing SVT's at the access drive along Rees Loop Rd. If future curb is different from existing curb location, add future curb and future SVT's along Rita Road. DS 2-05.2.4.R 10. Show pedestrian crosswalks continuing across the PAALS to connect the future Pad 2 with the sidewalk along Rita Road and Rees Loop Road, and with the proposed retail/medical office building to the east. DS 2-05.2.4.K DS2-08.4.1.A & D 11. List the conditions of development for annexation case number C9-84-84, from zoning ordinance 6143 on the d.p. DS 2-05.2.2.B.7 12. Along with the development designator "31", which is provided under calculations, add a note detailing restrictions found in LUC 3.5.4.8.B (as apply to the medical service-outpatient use) LUC 3.5.9.2.A (as apply to the retail general merchandise sales use) and LUC 3.5.4.6.C & 3.5.13.5 (as apply to the future food service use) in the C-2 zone. LUC 2.5.4.2.A.15 LUC 2.5.4.2.A.12 LUC 2.5.4.2.B.3 13. Revise required handicapped parking calculation to be based on the number of standard parking spaces provided, rather than required. ANS/ IBC 14. If easements exist or are proposed on the property, show their location, width, type, and provide recordation info. DS 2-05.2.3.B 15. Provide a copy of recorded shared/cross-access agreement. 16. Revise loading zone calcs to indicate that 2 loading zones are required. Add a second loading zone, fully dimensioned to the development plan drawing. LUC 3.4.5.1 DS 2-05.2.4.O 17. This site is a portion of a lot. Please provide lot split documentation showing approval from the zoning review section. 18. All requested changes must be made to the Development Plan and Landscape Plan. DS 2-07.2.1.A If you have any questions about this transmittal, please call Peter McLaughlin, (520)791-5608. |

| 12/18/2002 | DALE KELCH | CITY OF TUCSON - NOT DSD | TRAFFIC | Denied | Traffic Engineering recommends DISAPPROVAL of this DP 1. Show SVT's on access drive onto Rees Loop Rd. 2. The entrance drive on Rees Loop Rd either needs to be shifted to the south to align with Placita del Timbre OR install a raised median diverter to allow right in/right out only access to the site. This is a turning movement/safety conflict issue. 3. Orient the plan such that North is toward the top of the sheet. D. THRU: Craig Gross, City of Tucson Development Services FROM: Subhash Raval, P.E., Manager Pima County Development Review & Technical Services Divisions (Wastewater) SUBJECT: Rita Ranch Retail Center Development Plan - 1st Submittal D02-037 We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use: 1. There is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date. 2. Based on our evaluation, this project would qualify for Participating sewer connection rates. 3. Add the Development Plan case number, D02-037, to the title block of each sheet. This number should be shown larger or bolder than the cross reference numbers. 4. Based on the number of wastewater fixture units proposed for this project, a Sewer Service Agreement will not be required. 5. Delete General Note #’21-C (off-site sewer is not shown on this plan). 6. Label as a separate note the last sentence of General Note #’21-A. 7. Label the new manhole as private. 8. If sewer service is going to be provided to the parcel to the east, show the tax assessor parcel code for the parcel to the east. 9. A Joint Use and Maintenance Agreement will be required for the shared private sewer. A copy of the proposed Joint Use and Maintenance Agreement for the private sewer must be supplied to this office prior to the approval of the Development Plan. 10. We will require a Revised Development Plan. If you wish to discuss the above comments, please contact Tim Rowe at 740-6563.
