Since the proposed project is currently in the process of having its rear parking area rezoned from MH-1 to P, it is necessary to delay reviewing the proposed development plan until after the rezoning process has been completed. A design review requires the incorporation of rezoning conditions into the proposed project site design. Thus, it should be noted that the submitted development plan might be required to make changes in its design, such as but not limited to, increase in landscape screening, perimeter wall design, and internal pedestrian circulation.

Please resubmit the development plan for review after the rezoning process has been completed and reviewed by the Zoning Examiner. The re-submittal of the development plan will need to include the rezoning conditions listed out on the development plan, with the appropriate design changes.

Tucson Electric Power Company (TEP) has reviewed the plans dated July 19, 2002. TEP is unable to approve the plans at this time. Although location of the existing electrical facilities within the boundaries of this project have been depicted, the Book and Page recording information of said easement must also be shown. Please resubmit a revised Development Plan to the City showing said recording information.. The City will then forward two copies of the Plan to TEP for review and approval.

There does not appear to be a conflict with the existing electrical facilities. In the event a conflict does develop, all costs associated with the relocation of the facilities in conflict will be billable to the developer.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 8, 2003.

2) Masonry screen walls are required for the east and south property line. A variance would be required for any alternatives. LUC 5.1.7

3) An interior landscape border is required along the east property line. The interpretation in general note 13 and the exception cited on Sheet L1.0 are not applicable. However LUC Sec. 3.7.2.4.B.3 provides for an alternative that does not require the 10' wide landscape buffer, if an equivalent number of trees are located between the property line and the use. Revise the plans in compliance with the requirements of the section.

We have reviewed the above-referenced project on behalf of the Pima County Wastewater Management Department. The following comments are offered for your use:

1. There is currently capacity in the existing downstream sewerage system for this development. This response is not to be construed as a commitment for conveyance capacity allocation, but rather an analysis of the existing sewerage system as of this date.

2. Based on our evaluation, this project would qualify for Participating sewer connection rates.

3. Add the Development Plan case number, D02-022, to the plan.

4. Show the proposed and existing number of Wastewater Fixture Units in the General Notes. Based on that number, a Sewer Service Agreement will be prepared for this project, if required. The signed Sewer Service Agreements should be returned to this office in order to satisfy the necessary requirements needed to approve the Development Plan.

5. To make the General Notes reflect the current conditions, replace Note #10 with the following wording:

THE ON-SITE SANITARY SEWERS ARE PUBLIC AND EXISTING.

6. Show the HCS. Label it as existing or proposed, and indicate its size.

7. Show and label the existing public sewer line in Ft. Lowell Road (G-182, 8").

8. Label the existing sewer line that crosses the property ( G-86-065 8").

9. Label that portion of existing sewer line (I-62-076, 8") that lies on the property.

10. Show the proposed rim elevations for all of the manholes on the site. Any re-paving of the parking lot must be such that it does not cause the manholes to be located in low-lying areas where rainwater runoff may enter the public sewer system.

11. Show the boundaries of the existing public sewer easement using dashed lines. Label the existing public sewer easement as follows, with the blanks filled in

12. The development plan shows one manhole in a raised section of concrete sidewalk. This is unacceptable as PCWWM must have full vehicular access to all of the manholes in the public sewer lines crossing this property. (I.e., PCWWM must be able to position their large and heavy maintenance vehicles directly over each manhole, without having to jump any curbing.) Revise as necessary.

13. We will require a Revised Development Plan. Additional comments may be forthcoming.
