The Development Plan (SP), Grading Plan (GP), Mitigation plan (MP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Development Plan: The Grading plan was reviewed for Development Plan purposes only. Also the Grading plan should be re-named the Development Grading Plan etc. to avoid any confusion that it was reviewed as the Grading Plan that will be submitted under a separate permit number. Provide a curb or removable post barricades per COT SD 107 at the West end of the ingress/egress to Vozack Lane. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The maximum distance a service vehicle can back up is fifty feet. Please address. The service vehicles front end turning radius cannot encroach into the loading space area. Please provide adjacent property grades for review in accordance with in 2000 IBC section 13 concerning fills. The area of concern is the south portion of the project. Finished pad elevations must be given in order review for the 2’ grading differential criteria. Modify note addressing the retention basin maintenance to: A. The responsibility of operating and maintaining a local detention basin rests with the owner of the facility. (a.) That the owner(s) shall be solely responsible for, operation, maintenance and liability for the drainage basin(s); (b.) That the owner(s) shall have an Arizona registered professional engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once a year, and that these regular inspection reports will be on file with the owner for review by city staff, upon written request; (c.) That city staff may periodically inspect the drainage and detention/retention facilities to verify scheduled and unscheduled maintenance activities are being performed adequately; and (d) That the owners(s) agree to reimburse the city for any and all costs associated with maintaining the drainage and detention/retention facilities, should the city find the owner(s) deficient in their obligation to adequately operate and maintain their facilities. 6. A Storm Water Pollution Prevention Plan (SWPPP) is required. Please contact Loren Makus at 791-5550 x1161. Hydrology Report: The Hydrology Report is accepted. Grading Plan: The Grading plan should be re-named the Development Grading Plan etc. to avoid any confusion that it was reviewed as the Grading Plan that will be submitted under a separate permit number. Mitigation Plan: The Mitigation Plan is not approved. As per the MP, the 100-year event was used to determine the top of bank. It is allowed, as also mentioned in the MP that the 10-year event could have been used to determine the top of bank. This may provide some relief in allowing the dumpster and loading space in that area. The loading zone and dumpster locations are not allowed in the wash area. See comment no. 1.
