12/21/2006 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: December 21, 2006 SUBJECT: Engineering review of North Tucson Business Center - Development Plan TO: Patricia Gehlen, CDRC Manager LOCATION: 3745 E I-10 Frontage Road, T13S R13E Sec33, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: D01-0013 SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised development plan addendum, drainage report, landscape plan, cross access agreements, and the original development plan, Sheets 1 thru 2, and does not recommend approval of the development plan addendum at this time. The following items need to be addressed: DRAINAGE REPORT: 1) DS Sec.10-02.14.5.8: Dry wells are highly discouraged due to their high failure rates, in order to help ensure that this exiting dry well functions now and in the future provide percolation test results to verify performance of the existing dry well. Provide estimate of the volume for the dry well to verify that the 2,000 gallons of water used to perform the test was enough to fill the dry well chamber and a portion of the basin in order to assure that percolation rates drain within the maximum 12-hour period. During the percolation test, the dry well shall be filled with clean water until the rate of inflow and the percolation rate have stabilized for a period of one hour. If a rate of inflow below that required is obtained, then additional dry wells will be required. 2) DS Sec.10-01.3.5.1.3: Maximum disposal times of stormwater runoff for a detention basin that intercepts runoff from an upstream watershed area which is up to 10-acres in size is 12 hours. The addendum provided by Terracon for the drywell testing shows that the percolation tests were performed using a 24-hour drain down time. Revise the percolation test to meet the standards needed in item 1 and to show that the drain down time for this retention basin is 12-hours or provide an offsite watershed map with a delineation of the watershed showing that it is greater than 10-acres, then a 24-hour maximum disposal time can be used for the percolation test. GENERAL COMMENTS: Provide a revised geotechnical addendum and/or a revised watershed delineation within the drainage report at re-submittal. The revised geotechnical addendum and percolation test must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. If you have any questions, or to schedule an appointment, I can be reached at 791-5550, extension 1189. Jason Green, CFM Senior Engineer Associate Engineering Division COT Development Services |
