SUMMARY: Engineering Division of Development Services Department has received, Sheet 2 of 2 of the original approved Development Plan, the addendum sheet labeled DP-2, and the revised Landscape Plan. Engineering Division has reviewed the submitted Development Plan and addendum and does not recommend approval of the Development Plan addendum at this time. The following items need to be addressed:


DRAINAGE REPORT:

1) DS Sec2-05.2.3.I: Provide a copy of the original approved Drainage Report for the site that addresses the 100-year flows for the detention basin and the onsite/offsite drainage. This report should address the location of the 100-year flood limits for all flows of 100 cfs or more with 100-year water surface elevations. Water surface contour intervals should also be shown within the basin.

2) DS Sec. 10-02.14.5.9: The original Drainage Report must show a factor of safety of 2 for the dry well within the basin. For detention/retention systems, which utilize a method of subsurface disposal the Drainage Report must show that the basin meet the minimum criteria, items 1-9 in DS Sec.10-02.14.5 and items 1-7 in DS Sec.10-01.3.5.5. If the Drainage Report does not include the dry well then it must be closed off and infiltration rates need to be addressed.

3) A Drainage Statement may be required in conjunction with the copy of the approved master Drainage Report.

4) Further comments may be generated upon resubmittal of the Drainage Report, Development Plan and Landscape Plan.


Development Plan:

1) DS Sec.2-05.2.4.D.3: Provide cross-section details for all parking area access lanes (PAALs) on the Development Plan. PAALs must be designed in accordance with Sec.3.3.0 of the Land Use Code (LUC) and DS Sec.3-04.0. Provide dimensions of parking spaces for the south PAAL according to DS Sec.3-05.2.4, show the minimum standard parking space size of 8'-6" X 18'. For the north PAAL show the minimum standard parking space size or label the wheel stop curbing, refer to Fig 5 DS Sec.3-05.2.3.C.2.

2) DS Sec. 2-05.2.4.E: Show all right-of-way dedications on or abutting the site and label them. Provide the existing and future right-of-way for River Park Dr. and for the frontage road of E I-10.

3) DS Sec.2-05.2.4.H: Provide on the Development Plan all information associated with the drainage report. The following information must be indicated on the Development Plan:
a) show the areas of detention including the 100-year floodplain and ponding limits with water surface elevations;
b) indicate the proposed method of collecting and containing flow from onsite drainage into the existing detention basin by providing a detail for the PAAL;
c) provide a detail for the location and type of drainage structure, label and dimension scupper, that is used for the detention basin inlet at the pedestrian sidewalk. The scupper proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a revised Drainage Report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk;
d) indicate proposed ground elevations at different points on the lot, both onsite and offsite, to provide reference to future site drainage. Specifically along the offsite PAAL and the scupper location at the basin;
e) provide the location for the off-site runoff acceptance points, as shown in the notation on the addendum stating that overflow is to continue through the parking area and/or onsite runoff discharge points such as roof drainage.

4) DS Sec.2-05.2.4.IR: Revise the Development Plan and the Landscape Plan to accurately reflect the sight visibility triangles (SVT) for the PAALs new access point. Due to the high speeds and heavy traffic volume of the I-10 frontage road refer to DS Sec.3-01.5.3 Line of Site Matrix for the dimensions needed.

5) Provide a copy of the cross access agreement needed for the refuse collection area and maneuverability. The Development Plan shows a cross access agreement for the 30' PAAL, but it also labels that the drive is not to be used. Verify that a cross access agreement exists for refuse pickup and revise the Development Plan.


GENERAL COMMENTS:

A Floodplain Use Permit will be required for any work proposed in the floodplain or erosion hazard area as determined from the Drainage Report.

Provide both Sheet 1 and 2 of the original approved Development Plan, a revised Development Plan addendum, a copy of the original Hydrology Report, and revised Landscape Plan at re-submittal.

The revised Development Plan, Drainage Report, and Landscape Plan must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz - East Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

Sheet DP1: Revise General Note #14 so that it states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values.

2. Dimension the vehicle overhang areas at all of the pedestrian sidewalks adjacent to building 2, or show required wheelstops dimensioned at 2-½ feet from front of parking spaces . These spaces dimension to only 15-½ feet in length and the adjacent sidewalk dimensions to only 4 feet on the revised drawing. The vehicle overhangs must extend 2.5 feet from the raised concrete curb at the front of the parking spaces and still allow 4 feet clear for pedestrian access. Provide a fully dimensioned parking detail typical for these spaces to demonstrate code compliance.

3. Provide a copy of the last approved landscape plan with the next submittal to allow comparison with the proposed revisions.

4. Revise the loading zone calculation for building 2 to indicate the correct number of loading spaces required and provided on the development plan sheet DP-1. On the original approved development plan the calculations and drawing show three (3) loading spaces but the revised plan shows only one (1).

5. The pedestrian sidewalk must be revised so as not to pass behind the loading zone for safety reasons. Or revise the location of the loading zone so that trucks can maneuver safely.
