The above referenced rezoning case is for a change of condition to remove the annexation condition for "cemetery use only" on approximately 19-acres for parcel 136-09-024U. The policy direction for this site is provided by Plan Tucson.

The surrounding zones and land uses are the following; to the immediate north and east is the All Faiths Memorial cemetery, SH zoning; along the cemetery boundary to the north, east and south are single-family homes, SR zoning; further to the east and south are lot single family homes, County SR zoning; to the west and north are single-family homes with RX-1 zoning.

Although the annexation area is in the Rincon South Subregional Plan, no Map detail has been created that would provide specific policy direction. As indicated on the City's Major Streets and Routes Map, Old Spanish Trail is an Arterial Road/Scenic Route, with 29th Street and Avenida Los Reyes local streets.

Plan Tucson identifies this area as Existing Neighborhoods which are primarily developed and largely built-out residential neighborhoods and commercial districts in which minimal new development and redevelopment is expected in the next several decades. The goal is to maintain the character of these neighborhoods, while accommodating some new development, and redevelopment and encouraging reinvestment and new services and amenities that contribute to the neighborhood stability. Plan Tucson calls to preserve and strengthen the distinctive physical character and identity of neighborhoods (LT28.1.7). Plan Tucson supports infill and redevelopment projects that provide environmentally sensitive design, protects the integrity of existing neighborhoods, complements adjacent uses, and adheres to relevant site and architectural design.

The request for a change of condition to remove the "cemetery use only" on the 19-acre site is for a residential project consisting of 25 site-built detached single-family homes, restricted to single story, The project is proposing a cluster design concept with approximately 65-percent of the site set-aside for open space, and a 200-foot building setback from the south property line. Given the conceptual development buildable area with a greater set-aside area, large buffer setback to the south, single-story height, the proposed project is in compliance with the policy direction provided by Plan Tucson.
09/25/2015 JBEALL1 ENGINEERING REVIEW Completed The parcel is transected by a WASH ordinance watercourse. No additional requirements would be requested beyond the usual WASH standards. I have attached a map showing the general alignment of the WASH wash.
