The policy direction for this site is provided by the Catalina Foothills Subregional Plan. The surrounding zones and land uses are the following; to the north are private parcels with single-family development in County SR, to the east are single-family subdivisions in County CR-1 zoning, to the south are private parcels with single-family development in County SR zone, and to the west across Bear Canyon Road is a single family subdivision in the City RX-1 and a single family subdivision in the County CR-1 zone. Although the annexation area is in the Catalina Foothills Subregional Plan, no Map detail has been created that would provide specific policy direction. Plan Tucson identifies this area as appropriate for annexation and supports residential development of similar densities within the interior of neighborhoods. In addition, Plan Tucson Policy LT20 calls for the application of the Pima County Conservation Land System Map during the annexation process. It should be noted that annexation site is outside of the area designed for additional conditions established by the Pima County Conservation Land System Map. As indicated in the City's Scenic Streets and Route map, Bear Canyon Road is a Scenic Route and outlined as a County Scenic Route. The request to establish original City zoning from Pima County CR-1 to City Zoning RX-1 is consistent with the zoning pattern in the city to the south and comparable to the surrounding zoning pattern in the county.
