01/26/2015 | MPADILL1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES DEPARTMENT C15-14-08 Aeronautical Annexation District County CI-2 to City I-2 Plan Tucson, Rincon/Southeast Subregional Plan, 01/23/15 jb The above referenced rezoning case is for the establishment of Original City Zone from Pima County CI-2 (General Industrial) to City I-2 (Heavy Industrial), requested by Mike Czechowski, on behalf of the City of Tucson for annexation. The proposed annexation district is located east of Tucson International Airport, west of South Alvernon and Hughes Access Road. The annexation district encompasses approximately 271.76 acres of mostly vacant land that includes both Tucson Airport Authority (TAA) owned property and City of Tucson property leased to TAA. The surrounding zones and land uses are the following; north is County CI-2 , General Industrial; south and west is City of Tucson I-2, Heavy Industrial; and east County CI-2, General Industrial. The annexation site is within the boundaries of the Plan Tucson, the Rincon/Southeast Subregional Plan (RSSP), which provide land use direction with relevant policies as outlined below: The request to establish original City zone from Pima County CI-2 to City of Tucson I-2 is consistent with Plan policy. Plan Tucson Future Growth Scenario Map calls identifies this area as Potential Annexation Areas which are areas that the City of Tucson may be pursuing for annexation within the next decade, working with other local jurisdictions with the ultimate goal of having urban commercial and residential areas located within incorporated cities and towns. The Future Growth Scenario Map should be used as a general guide for determining the general location of development opportunities, development patterns, and land use and transportation concepts, while also considering area and site-specific issues. Plan Tucson supports the pursuit of annexations of vacant, underdeveloped, and developed land that is within both the adopted Water Service Area and the Municipal Planning Area, taking into consideration the development/growth potential, projected revenues to be received and projected costs and capability to serve the area, and the strategic importance of the location. Annexations are to apply Pima County Conservation Land System map and associated guidelines. The Rincon Southeast Subregional Plan (RSSP) does not provide specific land use direction for this annexation as the proposed annexation district is not within a specific map detail. However the RSSP overall planned land use reflects rural intensity with existing planned communities and high-intensity industrial and park-industrial land uses to respond to existing development patterns around Tucson International Airport. The annexation site includes several zoning overlays: Airport Environs Overlay, County Major Streets and Route Map and the City of Tucson Major Streets and Routes Map (MS&R) which acknowledge future arterial roadways, Environmental Resource Zones and WASH areas. The annexation request is part of a larger overall process including a total of four annexation districts, covering approximately 2,419 acres, all owned by either the Tucson Airport Authority or the City of Tucson. This annexation provides an opportunity to add to the City of Tucson, land that will contribute to the City's economic vitality and community character. In addition, Aerospace Parkway (planned arterial roadway connection between Nogales Highway and South Alvernon Way) currently in design by Pima County will increase interest in development opportunities within this area. s:\caserev\rezoning\rez12-13\C15-14-08\Aeronautical Annexation District.doc |
01/26/2015 | ELIZABETH LEIBOLD | ENGINEERING | REVIEW | Completed | TO: Annexation Division DATE: January 23, 2015 SUBJECT: PDSD Engineering Annexation Review REVIEWER: Elizabeth Leibold, P.E., CPM, CFM LOCATION: T15S R14E Section 28, Ward 5 Annexation District: Aeronautical Annexation Annexation Case: C15-14-08 SUMMARY: PDSD Engineering has reviewed the application of the proposed Aeronautical Annexation District and recommends consideration of the following comments for discussion regarding the proposed annexation. The following considerations are based on Tucson Floodplain, Stormwater, and Erosion Hazard Management code, Tucson drainage regulations, ERZ code, previous Annexations, State regulations including SB1598 & HB2443, and other City of Tucson regulations and ordinances. 1. Engineering Technical Manual standards, overlay zones, and City Zoning Maps are extended to the annexed land in accordance with Section 3.4.4, Mayor and Council Special Exception Procedure. Areas where riparian floodplain exist, shall not be disturbed unless the disturbance is necessary for required access, location of utilities that cross perpendicular to flow, or trails/bake paths, and, shall be subject to City of Tucson ERR standards, ERZ codes, or W.A.S.H. Ordinance regulations. The northern portion of this proposed annex area includes a major segment of riparian floodplain area within the South Fork Airport Wash. 2. Current data indicates several jurisdictional watercourses running generally east to west, or southeast to northwest, through this proposed annexation area, with the southwestern portion of the proposed annexation area located within Hughes Wash Watershed, which is considered a TSMS (AC) balanced basin management area. The northeastern portion of the proposed annexation area is located within Airport Wash TSMS (AW) Watershed. Hydrologic Soil type D is indicated for the majority of the proposed annexation area. Basin Management area regulations shall be consistent with the TSMS plan and adopted detention requirements, with consideration of waivers for retention in this annexation area. Drainage data for determination of the final alignments, floodprone areas, and locations of watercourses shall be referenced by current County and City flood maps and drainage reports, with emphasis on detention with positive surface flow gradients, rather than retention systems, in order to accommodate existing soil constraints. Areas within the annexation map shall be clarified to indicate locations of soil constraints (Hydrologic Soil Type D) where waiver of retention is applicable. 3. The FIS and FIRM shall apply to all territory annexed into the city at the time of annexation. FIRM Panel 2900 shows Special Flood Hazard AREA Zone A in a portion of the proposed annexation area. With the floodplain administration of additional areas of jurisdiction by an annexation, the annexed area will be governed by the City of Tucson Floodplain regulations. 4. Annexation map shall be clarified to indicate that this proposed annexation area is located within a TAA management area which is subject to TAA agreements (or updated/revised agreements). Any existing intergovernmental agreements related to procedures for floodplain use permitting, should be considered for revision with suitable arrangement between Pima County and the City of Tucson to provide compliance with current state laws and to provide direct and efficient permitting processing. 5. Areas within the annexation map shall be clarified to indicate any locations where master drainage reports and their associated revisions or updates are applicable. 6. Hughes Access Road west of this proposed annexation area is considered an Arterial MS&R route and may be considered to be extended through this annexation area as determined by TDOT. 7. Any improvements to Alvernon Road along the east portion of the proposed annexation area at South Fork Airport Wash crossing shall be designed to convey the jurisdictional flood across the road alignment with consideration to the riparian floodplain conditions and intent of TSMS Studies to convey the flow with the least impact to the riparian floodplain (using box culverts to maintain riparian connectivity and rip rap velocity control measures). 8. Development considerations within this annexation area shall include: submission of acceptable soils reports at time of individual development plan or subdivision plat review, submission of tentative plats prior to submittal of final plats, submission of acceptable grading plans showing all-weather access to all lots/parcels, at time of individual development plan or subdivision plat review. Please call me if you have questions at 837-4934. Elizabeth Leibold, P.E., CPM, CFM Civil Engineer Engineering Division City of Tucson, Planning and Development Services Department |
01/30/2015 | JULIE YBARRA | SIGNS | SIGN CODE REVIEW | Completed | C15-14-08 Annexation No billboards along this route per the current PRO aerials. HOWEVER - 1 existing business - with 1 monument sign that will need inventoried upon annexation. Located at the southernmost part of the area, off the Old Alvernon Roadway. It may be that the sign is in the annexation area but the business may not be. There is a driveway or Old Alvernon separating the business from the sign per Google street view. This sign appears to be on currently owned city land and may advertise the mine off site of this city owned parcel. Inspection needed - unclear what the copy is on the sign and if it is on city land, it does not appear to advertise city purpose.
