The above referenced rezoning case is for the establishment of Original City Zone from Pima County CI-2 (General Industrial) to City I-2 (Heavy Industrial), requested by Mike Czechowski, on behalf of the City of Tucson for annexation. The proposed annexation district is located southwest of Tucson International Airport, immediately north of Raytheon. The annexation district encompasses approximately 71.22 acres of mostly vacant, undeveloped land that is owned by the City of Tucson and leased to the Tucson Airport Authority. This specific annexation district has one industrial building on site that is owned by TAA and leased to Raytheon.

The surrounding zones and land uses are the following; north is County CI-2 , General Industrial; south is City of Tucson I-2, Heavy Industrial; west is County RH, Rural Homestead; and east County CI-2, General Industrial and City of Tucson I-2, Heavy Industrial.

The annexation site is within the boundaries of the Plan Tucson, the Rincon/Southeast Subregional Plan (RSSP), which provide land use direction with relevant policies as outlined below:

The request to establish original City zone from Pima County CI-2 to City of Tucson I-2 is consistent with Plan policy.

Plan Tucson Future Growth Scenario Map calls identifies this area as Potential Annexation Areas which are areas that the City of Tucson may be pursuing for annexation within the next decade, working with other local jurisdictions with the ultimate goal of having urban commercial and residential areas located within incorporated cities and towns. The Future Growth Scenario Map should be used as a general guide for determining the general location of development opportunities, development patterns, and land use and transportation concepts, while also considering area and site-specific issues. Plan Tucson supports the pursuit of annexations of vacant, underdeveloped, and developed land that is within both the adopted Water Service Area and the Municipal Planning Area, taking into consideration the development/growth potential, projected revenues to be received and projected costs and capability to serve the area, and the strategic importance of the location. Annexations are to apply Pima County Conservation Land System map and associated guidelines.

The Rincon Southeast Subregional Plan (RSSP) does not provide specific land use direction for this annexation as the proposed annexation district is not within a specific map detail. However the RSSP overall planned land use reflects rural intensity with existing planned communities and high-intensity industrial and park-industrial land uses to respond to existing development patterns around Tucson International Airport.

The annexation site includes several zoning overlays: Airport Environs Overlay, County Major Streets and Route Map and the City of Tucson Major Streets and Routes Map (MS&R) which acknowledge future arterial roadways, Environmental Resource Zones and WASH areas.

The annexation request is part of a larger overall process including a total of four annexation districts, covering approximately 2,419 acres, all owned by either the Tucson Airport Authority or the City of Tucson. This annexation provides an opportunity to add to the City of Tucson, land that will contribute to the City's economic vitality and community character. In addition, Aerospace Parkway (planned arterial roadway connection between Nogales Highway and South Alvernon Way), currently in design by Pima County will increase interest in development opportunities within this area.

SUMMARY: PDSD Engineering has reviewed the application of the proposed Aero Park Annexation District and recommends consideration of the following comments for discussion regarding the proposed annexation. The following considerations are based on Tucson Floodplain, Stormwater, and Erosion Hazard Management code, Tucson drainage regulations, ERZ code, previous Annexations, State regulations including SB1598 & HB2443, and other City of Tucson regulations and ordinances.
1. Engineering Technical Manual standards, overlay zones, and City Zoning Maps are extended to the annexed land in accordance with Section 3.4.4, Mayor and Council Special Exception Procedure. Areas where riparian floodplain exist, shall not be disturbed unless the disturbance is necessary for required access, location of utilities that cross perpendicular to flow, or trails/bake paths, and, shall be subject to City of Tucson ERR standards, ERZ codes, or W.A.S.H. Ordinance regulations. The central portion of the proposed annex area includes riparian floodplain area.
2. Current data indicates a jurisdictional watercourse running north to south cutting through this annexation area, with the portion of the proposed annexation area east of this watercourse, located within Hughes Wash Watershed, which is considered a TSMS (AC) balanced basin management area. Hydrologic Soil type D is indicated for the entire east portion of the proposed annexation area. The portion of the proposed annexation area west of the watercourse is located within El Vado Wash TSMS (AG) Watershed, which is not designated as a basin management area, however, has been determined to have flooding issues downstream of this annexation area that would require consideration of additional detention controls needed at time of development. The west portion also has some Hydrologic Soil type B & D soils. Basin Management area regulations shall be consistent with the TSMS plan and adopted detention requirements, with consideration of waivers for retention in this annexation area. Drainage data for determination of the final alignments, floodprone areas, and locations of watercourses shall be referenced by current County and City flood maps and drainage reports, with emphasis on detention with positive surface flow gradients, rather than retention systems, in order to accommodate existing soil constraints. Areas within the annexation map shall be clarified to indicate locations of soil constraints (Hydrologic Soil Type D) where waiver of retention is applicable.
3. The FIS and FIRM shall apply to all territory annexed into the city at the time of annexation. With the floodplain administration of additional areas of jurisdiction by an annexation, the annexed area will be governed by the City of Tucson Floodplain regulations.
4. Annexation map shall be clarified to indicate that this proposed annexation area is located within a TAA management area which is subject to TIA/TAA agreements (or updated/revised agreements). Any existing intergovernmental agreements related to procedures for floodplain use permitting, should be considered for revision with suitable arrangement between Pima County and the City of Tucson to provide compliance with current state laws and to provide direct and efficient permitting processing.
5. Areas within the annexation map shall be clarified to indicate locations where master drainage reports and their associated revisions or updates are applicable.
6. Development considerations within this annexation area shall include: submission of acceptable soils reports at time of individual development plan or subdivision plat review, submission of tentative plats prior to submittal of final plats, submission of acceptable grading plans showing all-weather access to all lots/parcels, at time of individual development plan or subdivision plat review.
