The above referenced rezoning case is for the establishment of Original City Zone from Pima County SR (County Suburban Ranch) to City SR (City Suburban Ranch), requested by Mike Czechowski, on behalf of the City of Tucson for annexation. The proposed annexation district is situated on 14.7-acres, located at the northeast corner of Houghton Road and Pinal Vista Road alignment. The annexation district consists of two parcels owned by the Unisource Energy Corporation and Tucson Electric Power (TEP) Company.

The surrounding zones and land uses are the following; north is City C-1 Neighborhood Commercial zone consisting of two parcels, CVS Pharmacy located at the southeast corner of Houghton Road and Golf Links Road, which is surrounded by a 10.62-acre parcel designated for a future Wal-Mart site, to the east and southeast is Pima County CR-1 residential, with detached one-story site built single-family units on septic systems (Pima County sewer line not available), to the south along the Houghton Road frontage is Pima County SR Suburban Ranch zone has a vacant parcel with approximately 13.9-acres with approximately seven hundred feet of frontage on Houghton Road, to the west across Houghton Road is City R-1 residential zone platted with 31 lots (Rancho Santa Fe) developed with single-family one-story detached units.

The annexation site is within the boundaries of the General Plan, the Rincon/Southeast Subregional Plan (RSSP), and South Pantano Area Plan, which provide land use direction with relevant policies as outlined below:

The request to establish original City zone from Pima County SR to City of Tucson SR is consistent with Plan policy. The General Plan supports rural character with up to 2 units per acre east of Houghton Road within the interior of neighborhoods and supports commercial at the intersection of arterial streets with possible expansion of commercial use onto adjacent parcels if integrated with existing commercial land uses.

The Rincon Southeast Subregional Plan supports Low Intensity Urban (LIU 1.2) a residential density of 1.2 units per acre or 36,000 sq. ft. This is comparable with Pima County's CR-1 residential zone and City of Tucson's RX-1 residential zone. In addition, the flexible lot option (FLD) allows clustering of units so that open space and natural undisturbed open space areas are preserved as natural desert views. The FLD option allows an adjustment to the permitted density according to the percentage of open land provided and density is adjusted accordingly.

The site is within Subarea 7 of the South Pantano East Area Plan (SPEAP), which supports suburban to mid-urban densities (6-15 RAC), along Houghton Road frontage if development is sensitive to natural topography and compatible with adjacent development. SPEAP policy direction is that all development greater than one-acre shall connect to the public sanitary sewerage system.

The annexation site fronts the east boundary of Houghton Road and the north boundary of the Pinal Vista road alignment. The County Scenic Route Map and the City of Tucson Major Streets and Routes Map (MS&R) acknowledge Houghton Road as a Scenic Route.

The annexation request provides an opportunity to add to the City of Tucson, land that will contribute to the City's economic vitality and community character.

The annexation site is within current County Overlays: Major Streets and Routes (MS&R) which will translate to the City Overlay Zones.
