The site is a master planned community (The Estates of Star Pass), with fourteen lots on 51.3-acres, located along the south side of Anklam Road, extending westward, adjoining the City along its southern boundary adjacent to Starr Pass. The annexation site has five site-built lots with single-family residential units, with the remaining lots vacant. The surrounding zones and land uses are the following; north across Anklam Road is a 150 acre vacant parcel with County CR-1 zone, to the east is a 24-acre parcel owned by the Arizona-Sonora Desert Museum with a site built single family residential unit with County SR zone and a residential subdivision with site built units with City R-1 zone, to the south is a vacant 44-acre parcel and a City well site with City SR zone, and to the west are five vacant parcels totaling 61-acres and a 4-acre parcel with a site built single family residential unit, all with County SR zone. The annexation site is within the boundaries of the Tucson Mountains Subregional Plan (TMSP), which provides land use direction with relevant policies as outlined below: The request to establish original City zone from Pima County SR to City of Tucson SR is consistent with the TMSP direction, which supports the established Resource Transitional (RT) density land use pattern with a minimum of 3.3-acres per residential unit. The request provides an opportunity to add a master planned community to the City of Tucson that maximizes the open space ability of the area. The annexation site abuts Anklam Road on its northeastern boundary. The County Scenic Route Map and the City of Tucson Major Streets and Routes Map (MS&R) and the TMSP acknowledge Anklam Road as a Scenic Route.
