Thrall (Heather.Thrall@tucsonaz.gov) (IBC - Justin Eder, NEC, & OLC - primary - Dan Santa Cruz) Codes: Unified Development Code (UDC) 7A, Sign Standards, National Electrical Code (NEC) 600, Tucson-Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018 1) UDC: wall signs: A) I acknowledge that the sign area for the wall signage is within code allowances, thank you. B) wall sign A: understood sign paneling system is mounted in sections and center piece contains text. Call out dimensions / area of the “cabinet” piece that contains the text. (Retain other dimensions and sign area for entirety of red paneling for install under this permit.) C) wall signs B – G – no comments, please leave plans as is for these. 2) UDC: Freestanding monument signs: A) These digital signs have text components. As such, add note to each sheet of the freestanding sign diagrams that “the maximum rate of change for any digital sign is one time per minute, and shall not animate in any manner” (per UDC 7A.6.4.C.). B) Provide enlarged site plan for sign locations showing the setback taken from the face of each street curb to the leading edge of the sign. The signs should be on private property, located out of any sight visibility triangle, out of any easements. Setbacks for monuments are 20’, however, these signs are short enough and have a base to allow a setback of 2 x height of the sign to the face of the curb (i.e. 7 tall is 14’ setback). 3) UDC: Truck Scale entry sign: A) The truck scale entry sign exceeds the height and sign area of the largest freestanding sign category. A Sign Design Option case appears to be the direction sought for this sign. As this is a separate process, you may wish to remove this sign from this permit at this time to allow continued review of the other signs on this permit package. 4) UDC: Access Point signs: A) The maximum height of an access point sign is 4 feet and 12 square feet in area. Unless a sign design option case is the direction planned for the sign package, please revise from 5’ tall / 14 sqft shown. 5) UDC Freeway sign: A) These digital signs have text components. As such, add note to each sheet of the freestanding sign diagrams that “the maximum rate of change for any digital sign is one time per minute, and shall not animate in any manner” (per UDC 7A.6.4.C.). B) Provide access easement document indicated on the plan, please. Clarify on the plan, or provide enlargement, showing / labeling the access easement from the development to connect to freeway sign position. (It’s hard to see, any enlargements with labels or color in begin – end would help.) C) Provide sign easement document, please. Document should indicate access and maintenance for freeway sign as well. D) Regarding freeway sign height, per 7A.6.5.B and 7A.10.2.C., please verify sign height is correct. Diagram shows 65’ tall freeway sign structure as measured from grade at base (for construction purposes). For the UDC, the Freeway sign height of 48 feet is measured from the elevation of the travel lane of I-10 to the top of the uppermost sign cabinet. For confirmation of site conditions versus elevation conditions at I-10, Provide elevation for travel lane edge and also for elevation at sign base (appears there is at least a 17’ difference, given the diagram (Development Team’s engineering company may have this data available, thank you.) Note that Special inspection and / or laser measurements by the development team’s surveyors can be done along with inspection staff to certify height data in the field during the construction process for the sign. E) Provide the Valencia Crossing PAD architectural control or design review committee written approval for the freeway sign package. 2. NEC: A) regarding freestanding signs: list the volts, amps, circuits and clearly call out all shut off switches (are there switches separate from digital insert and static?) B) regarding planned truck scale sign, provide volts, amps circuits and shut off location C) regarding the access point signs, provide the volts, amps and circuits – and shut off location D) add general note that power supply for freeway sign to be done by separate building permit 3) OLC: A) Understood business is a 24 hour operation and signs may be on at all times. Thank you for providing the timer per code, as signs are to be on timer in the event of any business closure. B) Regarding freeway sign - Indicate method of dimming for digital sign insert within the monument signs and freeway sign, and note that it shall dim down to 200 NITS from sunset to sunrise. C) Regarding monument signs and freeway sign – digital unit component - provide manufacturer’s statement of the name and type of digital sign component, and indicate it is capable of dimming down to 200 NITS. 4) IBC: A) Add note how channel lettering is mounted to red backer & typical number per letter (i.e. 2-5) B) thank you for detailed engineering for freeway sign, truck scale sign and monument signs. (Approved) 5) General – Federal Communications Commission safety certification A) The FCC requires that any digital sign component shall not interrupt any form of cellular communications. Add this note to the plan for all 3 signs with digital components. Provide manufacturer’s statement identifying each unit and that it shall meet the FCC safety requirements. 6) General – A) Add a note that all freestanding and access point signs shall be a minimum of 5’ away from fire hydrants and 2 feet from a driveway curb.
