Thrall (Heather.Thrall@tucsonaz.gov) Date: 11/21/23 Codes: Unified Development Code (UDC), 7A Sign Standards, National Electrical Code (NEC), Tucson- Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018 General: 1) UDC: A) The property does not have a specific use yet via an approved development plan. This review thus far is courtesy while the use aspects are considered here, as the property is owned by the Rio Nuevo District. (It is assumed that this sign will not be an “off-site” advertisement) B) The proposal is to refurbish and relocate a nonconforming pole sign at 21.5’ tall and 116.9 square feet in area (3 cabinets and new top embellishment) from 1221 E Broadway (NW corner of Mountain and Broadway) and relocating the sign to 1615 E Broadway. C) Both properties noted are within the Sunshine Mile Urban Overlay District, and thus, review criteria can be found further detail in ordinance C9-20-11. D) Per Unified Development Code 5.13.4.C, the Sunshine Mile Urban Overlay District (SMUOD) document governs development criteria, inclusive of signage, per III.L of the SMUOD document. E) III.L.2., As the sign is over 50 square feet in area, the sign shall be reviewed by Design Professional for a recommendation to the PDSD Director. F) III.L.7., Existing historic signs from the Sunshine Mile period of significance (pre-1980) that are neither designated Historic Landmark Signs nor otherwise compliant with the current city sign standards shall be permitted. Restoration and / or adaptive reuse to the historic signs shall be permitted, subject to design review by the Sunshine Mile Design Review Board. G) The top embellishment is increasing the sign area and height of this pole sign. As such, please note that the request will also be reviewed as a separate voting component, as an additional request to relocate the sign to another property as is. H) Provide original sign height and original sign area without the top embellishment. I) Provide a night view of the sign. J) being added to this sign (sun rays and text) will be reviewed by the Design Professional, the Sunshine Mile Design Review board and historic review altogether. 2) HISTORIC – A) Historic review is required, given the contributing status of the buildings on the site. B) Provide a list of colors for the panels, please. 3) NEC: A) Indicate if chaser bulbs were on this sign prior. If so, indicate for record and advise if just covering sockets for potential restoration opportunity at a later date. B) Add a note that all new interior LED lighting to be provided to each cabinet, and note color C) Does each cabinet have a shut off switch? 4) OLC: A) No comments, thank you. 5) IBC 2018: A) Sign this size needs engineered footer system, and possibly mounts B) Provide clarifications on mounting of cabinets to support post (i.e. saddle plates / bolts locations and sizes) C) ID material of support post – appears this is a new post? – i.e. high strength steel assumed Depending on responses provided, additional review comments may be forthcoming.
