General:
1) UDC:
A) The zoning of the site is “HC-1”, a historic zoning classification. The applicable Historic District is West University. Sign criteria for historic districts are also under 5.8.9.M.
B) Understood this proposal entails request for a REPLICA Heritage Landmark Sign. As such, public notice and full review by the T-PCHC- plans review committee is required for examination of HLS designation of the sign.
C) An HLS is an actual separate sign type from other sign categories, and the first designated HLS does not count toward sign area. (Otherwise, restricted to 40 sft)
D) please date the photo for the record, as replica HLS are prior to 1961. (looks to be 40’s)
E) will cabinet wall sign on north elevation be removed? Relocated?
F) On aerial plan – mark signs that will remain on east and west elevations (note painted signs)

2) HISTORIC –
A) Historic review and design board review is required for use of neon, per 7A.11.1.B. & F
B) Historic review will require 7A.11.1.C – mounting analysis through parapet wall (photos) and ensure the mounting will not interfere with the building’s designation as a contributing structure on the National Register of Historic Places.
C) Staff will provide application for HLS process.
D) Public notice meeting recommended for a replica HLS sign, 7A.10.5.G.2. – and staff will be required to process a public notification for the historic review for the request for a replica heritage landmark sign (7A.10.5.G.7)
E) DRB and Historic review process can be concurrent, staff will assist in process.

3) NEC:
A) Neon colors should be clarified on the plan, please

4) OLC:
A) Note sign shut off time is midnight

5) IBC 2018:
A) Weight of sign ?
B) Dimension the full distance of sign from wall mount to sign cabinet.
C) Engineered mounts may be required if HLS review is approval.

6) Sign project is shown to aerially extend over right of way. A temporary revocable easement would be required, with that process to begin only if the HLS proceeds.

7) Sign is along the Sunlink route for the street car lines. Once it is understood how far out from the building the sign would extend, staff will reach out to the Street car line supervisor for dimensional feedback on safety routes.
