Codes: Unified Development Code (UDC 7A, Sign Standards), National Electrical Code (NEC 600), Tucson-Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018

1 UDC: I wish to acknowledge the sign area and type of signs are all within code allowances. This submittal notes the following items that should be noted / clarified / added to the plans for official permit process and record.

A) Additional signs were added to this package and are reviewed for location and vertical clearance within the drive thru.
B) Add the following note to the sign location plan: “directional signs shall be located 1’ from the drive thru lane curbs, and at minimum, 2’ from the access driveway curbs”.
C) Several directional signs are not shown on the lot or within right of way. (Appears to be a shift in your data layer on your plan set.) Please relocate all directional signs on the site plan to show they are on private property, and are located away from drive thru or access lane curbs at the dimensions listed above.
D) Obtain written property ownership permission from adjacent lot management for putting any signage on that parcel, as it is separately owned – though part of this overall premise. Submit that property ownership permission for signage location with the resubmittal. (Or resubmit now without signs on that adjacent parcel and pursue that for later review.)
E) Add a vertical clearance notation for the new pay station sign panels in the drive thru area (i.e. 8 clearance, etc.)
F) Align the stem of the sight visibility triangle with the west edge of the driveway
G) Monument sign area is 50 square feet, adjust the typo on the plans.

2 NEC: It appears a data layer was left off to respond to the prior review comments on 3/23/23 regarding needed notes for electrical / outdoor lighting code. Please see below for notes needed on plans.
A) Add a note “the monument sign and digital display are to be UL listed” (or equivalent)
B) Add a note to each sheet that “all signs shall have UL sticker, manufacturer sticker and installer sticker added to the sign for inspections”
C) Add a note to each sheet that “dedicated circuits for signs shall be provided and labeled at the breaker panel or electrical box for inspections”
D) Add a note sheets for signs C, E and F that “lock outs to be provided where disconnect switch is not immediately visible to the sign”

3 OLC:
A) Add a note to each sheet with illuminated signs that “timer shall turn off all signs by midnight”
B) Per prior comments, provide unit manufacturer spec sheet that identifies the digital sign unit and confirms it can dim down to 200 NITS at night from sunset to curfew (some units cannot, this is essential)
C) OTHER - SAFETY – Federal Communication Commission released a report recently that advised all digital sign manufacturers that some digital signs have been found to interfere with cellular communications in the way they function. The manufacturer specs (or an email with their company letterhead) MUST STATE the identified unit operations are compliant with FCC regulations.

4: IBC:
A) Staff found a construction support plan on the actual building permit for the pay station footers, and they have been reviewed already. Please add a note to the plan that “pay station support footers are shown on the building permit package sheet 4 of building permit T22CM04974.”
B) Please indicate how the panels on the pay stations supports will be mounted to the arches of the pay stations. (i.e. add a note with bolts / brackets used or add a diagram)
C) Per our structural reviewer, for the monument sign, please keep the engineered plan set with welded saddle system, and your engineer can designate a special inspection if they determine appropriate.
