We need the manufacture of the EMC to sit down and write a letter to The City of Tucson
that says the following...

#1. Name of the manufacturer.
#2. The EMC model number/name
#3. [EMC Model #] is fully capable of lowering to 200 nits at night.
#4. This model is FCC compliant.
