RE: wall / canopy sign / digital wall and digital freestanding signs - review
For: Walmart at Gateway Center
AT: 7150 E Speedway (zoned PAD-3 – Gateway PAD)
Sign permit: TS-PRM-0624-00293

Codes: Unified Development Code (UDC, 7A, Sign Standards), National Electrical Code (NEC), Tucson - Pima County Outdoor Lighting Code (OLC), International Building Code (IBC)
1. UDC:
A) FYI – the sign area shown on the submitted plans for the canopy, wall and monument signs are all within code allowances for commercial area within the PAD-3 planned development.

B) This project requires removal of two nonconforming freestanding signs. While the site is owned by the Walmart Corporation, the PAD development has criteria for the signage review. Please obtain written permission from the Gateway Center Planned Area Development (PAD-3), to authorize BOTH the ability for removal of the existing freestanding signs, AND replace these signs with the proposed detached signs as submitted.

C) Add note for pole sign elevation that “digital message center shall not animate and maximum rate of change for message is 1 x per minute”

D) Add note that monument signs shall be located on private property and outside of easements. Staff checking right of way plan.

E) Check the sign meets the PAD-3 design criteria for compatibility with the building architecture. This sign skirting system appears all aluminum ? PAD-3 development review will evaluate this in their design criteria.

FREESTANDING SIGN COMMENTS:
F) UDC 7A.6.5.A. Freestanding sign height, monument signs are 10’ tall max, as measured from “grade” to top of sign cabinet. The diagram provided simply notes height from the earth at the base of the structure to the top of the cabinet, not referencing the average grade in vicinity nor street curb, and any differences.

On diagram, add a note that “sign height shall not exceed 10 feet, as measured from top of sign cabinet to either average grade within 5 feet of the sign, or top of street curb, and elevation to be evaluated with field conditions”.
Code reference 7A.6.5.A. “Grade” for sign height refers to either the top of the street curb, or the average grade within 5 feet of the sign. Either can be chosen, check the slope difference in the area and consider whether the street curb is lower than the site elevation to make this decision on height measurement.

2) NEC / OLC / FCC - (all signs)
A) On digital aspect for the proposed freestanding signs. Per the outdoor Lighting Code, (OLC, 501.3) Maximum color temperature for an internally illuminated sign in the City of Tucson is 4400k. Provide the standard Daktronics digital sign manufacturer data sheet for the unit that to be used here, and ensure it is max 4400k and is fully capable to dim down to 200 Nits from sunset to the 12 a.m. curfew and explain how dimmed.
B) Provide FCC compliance statement from Daktronics for these units to ensure that they do not interfere with small cellular wireless operations.

3) Structural / IBC:
A) provide mounting clarification on wall sign for thru bolts ? (says as necessary?)
B) provide mounting information for pole to cabinetry and skirting
C) appears footer in diagram is off-set??? That would not meet standard ASA engineering
D) structural reviewer will examine further once understood mounting systems from pipe to cabinet
