| 05/30/2024 | Signs | REQUIRES RESUBMIT | RE: monument, wall, directional, canopy, menu, pre-menu, and order station signage review For: Starbucks AT: 3100 E Speedway Bl Permit: TS-PRM-0524-00200 Date: 05/29/24 Reviewer: H. Thrall (Heather.Thrall@tucsonaz.gov) Codes: Unified Development Code (7A) Sign Standards, National Electrical Code (NEC) 600, Tucson-Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018 1. UDC: A) I pulled the development package sheet and I am familiar with the location. The sign area proposed within the package is withing allowances, as are the types of signs shown. This location is a premise and a freestanding monument sign is allowed off the Speedway Blvd frontage. B) For the permit record, use development package sheet TD-DEV-0123-00094 sheet 2 to provide the dimensions of property line frontages along streets. This also shows access and boundaries, which confirms it is a stand-alone premise. AND - show the monument location with setback from Speedway face of street curb to leading edge of sign structure. (This sheet can be accessed on this website, under that activity number: https://pro.tucsonaz.gov/activity_search/ ) C) Monument sign setback location and a triple check of grade / height in this vicinity will be done on resubmittal. Provide a minimum setback of 20’ from Speedway face of curb to leading edge of the sign structure. D) Thank you for noting required setbacks from parking spaces, drive thru and access drives. E) Submittal is disorganized in that each sheet is a random sign, i.e. C then next is suddenly Sign F. Reorganize this package to present each sign in the order of A to O… to correspond with the permit application, and check the sign area is accurate on each sign and in decimal feet (i.e. sign A put at the front of the package and adjust to 2.25 square feet…) 2. NEC: A) add note to each sheet: “safety lock out provided where shut off is not immediately visible to the sign” B) add note to each sheet “sign circuit to be labeled at power panel” C) add note to each sheet “timer provided to set to midnight shut off and shown at inspection” D) sign E / letters atop raceway – missing standard electrical notes - volts, amps, circuit 4400k data box is missing – provide E) each sheet, though sizes of signs greatly vary, notes that only .7 amps is being pulled – check F) directional signs H, I, J all missing electrical notes… shut off, volts, amps, circuit.. F) sign M - digital menu – no electrical notes are provided… - volts, amps, circuit, shut off … G) Sign O – menu board – no electrical data provided – volts, amps, circuit, shut off… 4. OLC: - A) no sign can exceed 4400k color temperature. Sign H, I and J in the package are shown at 6500k, and the digital menu board and pre-menu board are missing any kelvin notes on color temps B) On digital order station, add note that curfew time to dim is from sunset to midnight shut off. C) Please add note indicating digital menu station is dimmed down to 200 NITS from sunset to curfew via use of photocell and timer - provide manufacturer statement unit number and that it is capable of dimming down to 200 NITS. 5. General Safety Note –verify with manufacturer and add their statement into plan set that unit is “digital – remote operated - order station is FCC compliant” (digital remote operated signs have been interrupting small cellular wireless signals, per FCC letter 2019, several were recalled, just add note and check your manufacturer spec again) B) Add note - all detached signs shall be 18" from adjacent parking spaces, 2' from driveway and parking access lanes, 1' from face of drive thru curbs and 5' from any fire hydrant" 6. IBC: A) acknowledged engineered, sealed plan and calc sheet provided for monument, thank you – will be reviewed in greater detail on resub with other engineered documents needed for other signs B) provide engineering for all drive thru sign supports, and at order station canopy top connection and break away bar connection (this is standard in each site for Starbucks, this canopy structure engineering is available) C) provide specific mounting for each sign, or provide a mounting schedule of sign fasteners based on wall types and sign size. D) Sign E / letters atop raceway on canopy – identify how raceway set is mounted to the canopy (understood how letters mounted to alum supports and supports then welded to raceway) E) smaller letter sets show through toggle bolts for mounting, check that – while not an objection, it seems same mounting for cabinet logos is shown on these instead… Depending on revisions resubmitted, further review comments may be forthcoming. Structural review for the engineered drive thru sign plans will be added to this permit when resubmitted. I may be reached at Heather.Thrall@tucsonaz.gov if you have any questions. |
