Freeway sign
1. UDC: Staff checked the rezoning conditions for the Prince-10 project, which allows master sign programs for innovative designed monolithic signs

a) While it is understood the request for this freeway sign “beacon” is to allow a rate of change for a digital light display at a time / rate more than 1 x per minute, under a constant illumination style, staff requires additional information on this proposal to consider referral to the Sign Design Review Option process, such as mechanism to achieve the rate, and the sign light is reviewed for safety by Transportation Engineers, with an engineer certifying it is designed to meet Outdoor Lighting Code criteria.
b) The sign area is calculated, per 7A.6.4., as a multi-sided sign.(The interior angle of the column faces is greater than 45 degrees, so each of the “P-10” faces count. Box each face of the “P-10” on the sign column and box the lit top feature. The maximum sign area for a freeway sign is 360 square feet, which this appears within. Provide measurements for confirmation.
c) As discussed, the sign components cannot move, per 7A.8.2.E. – remove references to rotator for the top lit feature. No variations can be made for this design aspect.
d) As discussed, the sign lighting must be in a constant state of illumination, no blinking or animation. (also note, clarify if the "P-10" could be illuminated, found a small conflicting note on application document, thanks)
Freestanding signs:
e) Noted that one sign is setback 11’ from south side of fort Lowell, check construction diagram and show that it is a low-profile sign (2’ tall base, setback should be 2 x height of sign from curb, sign is 6’ tall, and has a 1 foot tall base, is this part of a master sign program request?)
f) This sign is 28.7 x 4.1 at 117 sqft sign area – needs to be included in a master sign program for the sign area increase, however, show that the design standards would be met for 7A.7.1. for ground mounted sign design… how relates to other signs, buildings, good design …there’s a base, but no topper component… see 7A.7.1.e and F, and sign standards purpose and master sign program purpose…
g) Mounting data is missing for the low-profile sign (i.e. size / typical number of bolts)
h) Footer system for this sign ? just notes base… needs engineering for a sign this

2. NEC: Provide all electrical data for the freeway sign.
3. OLC: provide engineered sealed plans and a night view of this sign light embellishment to show that it meets Outdoor Lighting Code, and indicate what the lighting colors and design mechanism proposal is for this sign.
4. IBC: building code will only be reviewed if the SDRC process approves this design, as review fees apply. Engineered plans are required.

Provide detailed responses to comments 1 and 2 to proceed on the freeway sign for potential SDRC review.
Provide details on the larger freestanding sign to proceed for master sign program review with that component, and see the applications staff is emailing for further assistance. The SDRC review examines the purpose of the Sign Standards, the purpose of the Master Sign Program process, the design criteria of 7A.7.1.E and findings of G.
If you would like to separate signs out that can have direct permit, that may assist while undergoing the master sign program review.
