Thrall (Heather.Thrall@tucsonz.gov) Date: 6/15/23 (3rd review / SDRC referral in process) Codes; Unified Development Code (UDC) 7A, Sign Standards, National Electrical Code (NEC 600), Tucson - Pima County Outdoor Lighting Code (OLC), International Building Code (IBC) 2018. 1. Per UDC 7A.10.2.A & B.- maximum sign area allowed for a freestanding monument sign within the R-1 zone for a non-residential use is 32 square feet. The existing sign is 45 square feet in area, and is nonconforming to current code by a couple decades. The existing sign contains both a static message panel and a digital cabinet. As the replacement digital message center is not considered a reasonable repair per 7A.9.2., for nonconforming signs, it is understood the applicant seeks an SDRC case review to replace just the digital message center portion on the sign structure. The SDRC referral is underway. For the recorded case material, please address the following items on the plans and or in the SDRC application, as noted, and the re-upload to proceed. Plans: 1) add note to elevation view what the total sign area is for both (cumulative) for the “light box” / static cabinet (i.e. 17.42) and the proposed replacement electronic message center (18.62) = 36.04 square feet. Please check that your measurements refer to the fullest extent of each of these cabinets, not just visual opening display face. 2) Add to the site plan “existing sign is setback 35 feet from face of curb along Campbell to leading edge of the sign structure” (you have a note for this on the elevation, I acknowledge – keep it, just add it where it needs to be seen. 3) Add clarifying note “full color capable” (not everyone understands that RGB signifies full color range because of the Red / Blue / Green LEDs inside) 4) Adjust mounting notes, not mounted to a building wall… just add notes how it would be bolted into the sign structure, and remove lexan face notes Application: Supplemental application needs some data clarified / added, please: In project description, clarify this is a nonconforming sign for sign area in the R-1 zone of the church property. The code does not allow for replacement of a digital message center on a nonconforming sign. You’re seeking a Sign Design Review for the ability to replace the unit, and at 6 square feet smaller than the existing EMC. The full sign area for both the static cabinet and the digital cabinet would be near 38 square feet ( round up to make sure you’re covered ) A) Part A: clarify HOW the sign structure being renovated with the replacement EMC would meet the purpose o the sign standards, the purpose of the master sign program (I WILL EMAIL THIS TO YOU, ADD BRIEF STATEMENT IN THE BOX) B) Part A: and design standards note that this EMC is being fit into an existing sign structure that has a base, sides and a top that matches the church architecture. C) Part B: provide google street view photos of the building that this sign structure relates to Part B: list the materials used on existing sign structure that match building (i.e. brick, etc.) Part B: provide google street view screen shots of the nearby freestanding signs in the area that shows the sign is relatively similar in size overall D) Part C: note “N/A - freestanding sign” E) Part F: just add a note – will only display messages related to this church and will change max 1 x per minute, per code F) Part I: remove reference to Pima County. G) Part I: state the sign will shut off at midnight by timer, unless special event, and the sign will dim down to 200 Nits from sunset to shut off curfew per Outdoor Lighting Code. Staff is nearly done with the SDRC referral write up, and is just awaiting the sign area confirmation and your updated plans / application to proceed. ONCE ALL REVISIONS COMPLETE: A) UPLOAD ALL PLANS AND APPLICATIONS TO THE SIGN PERMIT TS-PRM-0223-00192 B) GO ONTO YOUR PORTAL AND APPLY FOR A "MASTER SIGN PROGRAM" AND UPLOAD ALL SAME DOCUMENTS AGAIN INTO THAT SPECIFIC APPLICATION AREA.
