04/21/2023 ROW Engineering Review REQUIRES RESUBMIT TR-UTL-0323-01115 - 5725 E BROADWAY BL (Second Review)
Traffic Control Plan / Mobility Control Plan

First, I apologize. I am new to this job, this is one of my first reviews, and I made an error. Though the Utility Manual asks for a reduction in speed for bikes to merge, we would prefer not to reduce speeds because cars are not likely to comply and it creates unsafe conditions. Please see the notes below:

1. Please remove the speed reduction and speed limit signs and adjust taper length accordingly. (40mph, 10’ lane = 270 ft merging taper)
2. Show all bus stops.
3. Show dimensions of work area on the TCP.
4. Depict provisions for pedestrians. Indicate if any portion of the sidewalk will be closed. A good example is figure 6H-28. Sidewalk Detour of Diversion (TA-28) in the MUTCD.
5. If a ‘pedestrian escort’ is intended as an accessible, detectable pedestrian route, please provide details about how this works (how would a person with a visual impairment understand that they should ask for an escort?) and show support for this approach in the regulatory code. The requirement is for accessible (ADA specs), detectable (use truncated domes), safe pedestrian route (see MUTCD figure 6H-28).
6. Prior to SHARE THE ROAD WITH CARE // BIKE LANE ENDS sign, include a sign saying “BIKES ON SIDEWALK OK // YIELD TO PEDS.” Email me for an example if needed. This can give bicycles an option to either join car traffic or ride temporarily on the sidewalk and/or pedestrian detour.
