Site Engineering Comments:
1. Prepare a development package (DP) submission with an updated site plan showing all existing site conditions and associated dimensions. AM 2-06.2
2. The proposed building footprint expansion of this site is to exceed 25%, triggering full compliance with standards set forth.
a. Clearly show downspouts and sidewalk scuppers. to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E.
b. Provide trash enclosure detail in compliance with TSM 8-01.5.0 Provide the Waste Stream Calculations for the entire site according to TSM 8-01.8.0.
c. Pedestrian circulation is required to connect all buildings, dumpster areas, common areas, and the sidewalk on all the street frontages per TSM 7-01.3.3.
d. A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. TSM 7-01.4.0. It will be required to demonstrate how this is achieved for both the north and East sides for the proposed building.
3. The 18TH ST Wash runs along the North and East portions of the property, it will be required that the floodplain limits (if any) be shown/called-out on the submitted site plan.
a. A floodplain use permit for the work proposed will be required to be submitted
b. The building will be required to go through the elevation certificate process which will take place within the associated floodplain use permit

THE COMMENTS PROVIDED ARE PRELIMINARY AND ARE NOT TO BE ASSUMED AS A COMPLETE REVIEW OF THE PROPOSAL. DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING.

SITE LANDSCAPE/NPPO COMMENTS:

1. The gross floor area expansion does not meet the threshold to trigger full site landscape compliance. See applicability below:

UDC 7.6.2. APPLICABILITY
The provisions of this section apply to the following:
A. All new development; and,
B. Expansion of existing development, as provided below:
2. Buildings 10,000 Square Feet or Less
On sites where the gross floor area of the existing building (s) is 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.
a. If the expansion is less than 50%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval.

2. **The GFA expansion is approximately 30 percent and per the standard set forth above, landscape standards are required at the new building location only. A 10-foot street landscape border is required along S Sisters Wy. See UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C.

3. Provide a planting plan, irrigation plan and all applicable details required to complete the site landscape installation.

4. **If it is determined that any of the above provided site landscape standards cannot be met due to the nature of the development, then a Design Development Option (DDO) will be required, see UDC 3.11.1.B.3 for landscape and screening modifications allowed. COMMENTS:
1. Comment: The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

If an expansion - or a series of expansions - cumulatively results in less than a 25% increase, the Minor Development Standards may apply. However, if the cumulative expansion reaches 25% or more, full code compliance will be required.

Please note that all expansions are considered cumulatively over time when determining the 25% threshold. Additionally, any changes to the existing use of the land or structure will begin accumulating from the date the use is brought into conformance. (Technical Standards Manual, Section 7-01.2.0)

2. Comment: Clarify the use of the principal structure. Is the principal use Administrative and Professional Office?

If so, the use is subject to use specific standards 4.9.13.Q.

3. Comment: In the I-1 zone there is not a minimum lot size. UDC TABLE 6.3-5.A.

4. Comment: There is no maximum lot coverage for nonresidential use. UDC TABLE 6.3-5.A.

5. Comment: The height maximum is 75’ for I-1 for nonresidential use. UDC TABLE 6.3-5.A.

6. Comment: Setbacks for a nonresidential use adjacent to a nonresidential zone is 0 feet. UDC TABLE 6.3-5.A.

7. Comment: S Park is an Arterial Rd. Per UDC 6.4.5.C.2.a For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater.

8. Comment: Ensure compliance with Table 7.4.4-1: Minimum Number of Motor Vehicle Spaces Required for commercial storage is 1 space per 5,000 sq. ft. GFA, plus 1 space per 5,000 sq. ft. of outdoor storage area for the first 20,000 sq. ft. of outdoor storage area, plus 1 space per 10,000 sq. ft. of outdoor storage area over 20,000 sq. ft. of outdoor storage area

9. Comment: Ensure Motor Vehicle Use Area parking design is compliant with 7.4.6 of the UDC.

12. Comment: Ensure bike parking design is compliant with 7.4.9 of the UDC.

13. Comment: Storage Use Group Loading areas required are none, unless;

Required Loading areas for Commercial Storage w/o Direct Vehicular Access 50,001 to 100,000 sq. ft. GFA is 1 Type A loading area required.


14. Comment: Ensure the site complies with section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual.
a. The pedestrian circulation paths must comply with 7-01.3: Within all development, a continuous pedestrian circulation path is required as follows:
A. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets.
B. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas.

Potentially serving this project is a 6-inch CA (B zone) potable water main located on the north side of the parcel within the right-of-way of E 21st St. Water pressure in 21st Street is 67-75 PSI at an elevation of 2427 ft. Water pressure can vary by an additional 5 psi +/-.
