Since the concept plan is a redesign of the previous apartment project including new site layout and increased building heights from previous approvals, a Major Change of Rezoning will be required in accordance with UDC Section 3.5.4.


Justification for additional height above two stories, privacy screening, setbacks, and an explanation of how and why the proposed concept is compatible to surrounding uses shall be demonstrated. This should particularly be focused on the residential land uses to the north and south. Strong neighborhood outreach will be required.

Plan Tucson supports projects that address housing needs. Given the City’s current housing crisis, the potential for an additional 144 affordable units under the CCT if feasible would potentially have a positive impact increasing the housing supply.

A new application will need to be filed for MAJOR CHANGE of REZONING.

Key steps with the rezoning include:
1. Prepare a Preliminary Development Plan (PDP) – including, but not limited to, calling out project density, parking analysis, building setbacks, and building heights per the Unified Development Code (UDC).
2. Prior to holding a neighborhood meeting the Applicant should meet with CDRC to determine if the proposed concept qualifies under the Community Corridors Tool (CCT).

Rezoning process:

1. Hold a Neighborhood Meeting as outlined in Section 3.2.2. of the Unified Development Code. For Rezoning Applications a single neighborhood meeting shall be held. The mailed notice must be mailed at least ten (10) days prior to the date of the meeting and sent by first class mail to property owners within 400 feet of the property, registered neighborhood associations within one (1) mile of proposal, and the Council Ward offices where the project is located. In addition, the following applies:

a. The meeting shall take place not more than 60 days prior to the date of the submittal of the application.
b. Documentation of the offer to meet and a summary of the meeting must be submitted with application.
c. The meeting must be held at or near the subject site.
d. Mailing labels for neighborhood notice will need to be acquired from PDSD.
e. Please reach out to Ward 5 Office before the neighborhood meeting.

2. Project will need to be scheduled for a Zoning Examiner (ZE) Public Hearing or Mayor & Council (MC) Public Hearing depending on input received at the Neighborhood Meeting.

3. Mayor and Council Actions will need to occur as outlined in Section 3.5.3 of the Unified Development Code.

2. COMMENT: Each phase must demonstrate full code compliance independently from other phases.

3. COMMENT: The site is zoned C-2 and the proposed use is Residential Multifamily Development which is permitted.

4. COMMENT: The maximum permitted residential density in C-2 is 44 units per acre (UDC Table 6.3-4.A). The site is approximately 5.34 acres, which would allow a maximum of 234 units. The proposed development includes 144 units.

5. COMMENT: The maximum permitted height in C-2 is 40’ (UDC Table 6.3-4.A).

6. COMMENT: The minimum setback requirements for a nonresidential use adjacent to a residential zone (south and east) is 1.5 times the height of the proposed structure wall (UDC Table 6.3-4.A).

7. COMMENT: The minimum setback requirement along Campbell Avenue and Drexel Road is 10’ from the existing or future property line (UDC 6.4.5.C).

8. COMMENT: It appears the proposed development will be seeking an Individual Parking Plan (IPP) per UDC 7.4.5, contact Mark Castro at mark.castro@tucsonaz.gov.

9. COMMENT: The minimum bicycle parking requirement is 0.10 short-term spaces per bedroom and 0.5 long-term spaces per bedroom. See UDC 7.4.9 for Design Standards.

10. COMMENT: The minimum required parking spaces with access to Electric Vehicle Supply Equipment is 10% EV Ready and 20% EV Capable. See UDC 7.4.12 for Design Standards.

11. COMMENT: Per Rezoning Condition 17, decorative eight (8)-foot-high masonry walls shall be provided along the south and east borders of the site. Clarify if this is a condition you are proposing to remove or modify.

Traffic Engineering Review * REVIEW COMPLETED 144 unit multi-family residential should generate roughly 63 AM peak hour trips and 76 PM peak hour trips per ITE Trip Generation Manual 12th Edition. Can be accommodated by surrounding roadway network. PDP appears to maybe be showing both the Drexel and Campbell access points as gated entrances. To ensure that the gated entries can be put in without risking vehicles backing up into the public right-of-way, causing a safety issue, we request that the developer's traffic engineer perform a queuing analysis to understand the impact to the site driveways and whether there could be effects to the City's roadways and their safety.
TW New Area Development * REVIEW COMPLETED Based on the information provided, Tucson Water has no objections to, or comments on the proposed development.
Potentially serving this project is a 12-inch CA (Cement Asbestos) C zone potable water main located on the north side of the parcel within the right-of-way of E Drexel Rd.
There is a 6-inch reclaimed water main along the east property line if reclaimed water is desired for irrigation.
An overall water master plan will need to be prepared for this project and submitted to Tucson Water and local Fire Department for review and approval.
The overall master plan must show the proposed construction phasing for the new water mains, and the water main layout.
The proposed new on-site water mains will need to connect at least two different points in Tucson Water’s existing water distribution system and form a loop as required by Section 8-06.4.2.A of Tucson Water’s Design Manual to meet water quality and fire flow requirements. If such looping is not legally or technically feasible, a written explanation of what legal and/or technical reasons prevent such looping must accompany the Master Water Plan when it is submitted for review (A Letter of Variance).
