Site Engineering Comments:
1. This site is entirely within the City of Tucson Christmas Wash Floodplain and will be subject to floodplain development standards and restrictions.
2. A floodplain use (FPU) permit will be required to be submitted with the development package in order to cover the site work proposed. A FPU permit with elevation certificate will also be required for the associated commercial building permit.
3. A grading plan with cut/fill quantities and area of disturbance will be required. TSM 2-01.0.0. The grading plan should have the floodplain limits delineated.
4. A Drainage report to show full compliance with first flush retention/balanced basin detention requirements. Refer to the Design standards for Stormwater Detention and Retention Chapters 2, 3, & 4. Drainage report content and format requirements can be found in chapter 10 of the DSSDR as well. It will be required that the finished floor elevation be determined, as well as floodplain limits.
5. Flood venting will be required for any and all new CMU walls. Tucson Code Chapter 26 Section 26-8. The drainage report should determine necessary venting requirement/spacing. For fences (Wooden & corrugated metal) it is required that the bottom 6 inches, natural grade and up, be clear of obstruction.
6. It is suggested to maximize water harvesting into any landscaping. On-line detention within regulatory floodplains is prohibited without the approval of the Floodplain Administrator. DSSDR chapter 4.2
7. Clearly show downspouts and sidewalk scuppers. to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E.
8. Use of APCs for multi-family, commercial, or industrial development requires prior approval from Environmental Services. TSM 8-01.4.G
9. Without ES approval - Provide trash enclosure detail in compliance with TSM 8-01.5.0
10. Provide the Waste Stream Calculations for the entire site according to TSM 8-01.8.0
11. Pedestrian circulation is required to connect all buildings, dumpster areas, common areas, and the sidewalk on all the street frontages per TSM 7-01.3.3. Demonstrate how this is achieved to Monte Vista DR.
12. All vehicles use areas must be surfaced with one of the following materials found in UDC 7.4.6.I. The proposed gravel will not be compliant as is, Alternative surfacing as determined appropriate by the City Engineer, it will require some method of stabilization such as the use of geogrid material.

Land Division
13. As this site is subject and located within a 100-year regulatory floodplain, if a land division is proposed, it will be required that a new final plat be submitted and approved for the land involved. UDC 8.4.5 and AM 2-08.0.0

DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING.

SITE LANDSCAPE/NPPO COMMENTS:

1. A Native Plant Preservation Plan (NPPP) or a NPPO waiver is required per UDC 7.7. See UDC 7.7.3. Applicability; UDC 7.7.4 NPPO General Provisions and Standards; UDC 7.7.4.c. 2. A landscape plan set is required. Preparation of the landscape plans shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. PARKING AREA/INTERIOR LANDSCAPE BORDER TREES: Minimum width planting area for a tree is 34 square feet and that area shall be a minimum of 4 feet in width. If the parking area is not required to be paved with asphalt or concrete, then provide concrete curbing and a root barrier system that meets the standards stated in this comment. See UDC 7.6.4.B.2, 3 and 3a for plant protection and plant area requirements.

4. INTERIOR LANDSCAPE BORDERS: UDC 7.6.4.C.3.c: Where motor vehicle parking spaces or parking area access lanes (PAALs) are located next to the property line or where the interior landscape border conflicts with a utility easement, an interior landscape border is not required if all of the following requirements are met:
(1) An equivalent number of trees are planted elsewhere on the site between the building(s) and the property line, or if the use on the site does not include buildings, the required canopy trees are located between the principal use and the property line;
(2) The trees are evenly distributed over the site; and
(3) The minimum planting area required in Section 7.6.4.B.3, Planter Area, is provided for each
canopy tree

***If it is determined that this standard cannot be met due to the nature of the development, then a Design Development Option (DDO), see UDC 3.11.1.B.3 for landscape and screening modifications allowed. 5. Parking lot canopy trees are required at 1 tree for every 4 parking spaces provided, see UDC 7.6.4.B. Structurally covered parking spaces do not count toward the ratio, see UDC 7.6.4.B.1.c.(8). Trees are to be distributed evenly throughout the parking area, see UDC 7.6.4.1.a.(1). See Technical Standards Manual 5-01.3.0 for additional landscaping in vehicular use area requirements.

6. An interior landscape borders is required on the west and east property boundary of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Multifamily land use adjacent to Residence zone requires a 10’ interior landscape border.

7. A street landscape border is required along E Monte Vista Dr per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Multifamily land use along MS&R and non-MS&R requires a 10’ street landscape border.

8. A drip irrigation plan and details are required for all proposed landscape planting areas.

9. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) if necessary for this project.

10. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

11. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required.

12. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations.

13. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

14. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

TW New Area Development * REVIEW COMPLETED Based on the information provided, Tucson Water has no objections to, or comments on the proposed development.
Potentially serving this project is a 6in PVC, B zone potable water main located on the north side of the parcel, ROW of E Monte Vista Dr.
There is an existing water meter serving the lot. The 5/8” meter cannot serve a 6 unit apartment due to insufficient size. To replace with a larger service line and meter, please contact Tucson Water’s New Services Section by calling 520-791-5164 or by sending an email to TW_Common@tucsonaz.gov.
If fire suppression (sprinklers, or other dedicated fire service) is required for the project, please note that a hydraulic study will be required to confirm system demand and capacity. Based on the results of that study, we will be able to determine whether a master plan will be needed.
