1. Maximize water harvesting to all landscaped and pervious areas.
2. Balanced basin detention is required on the site. Please see chapter 2 of the DSSDR.
3. Although recycling service is not required, the capacity for it is. A double trash enclosure may be required. Contact Andy Vera at andy.vera@tucsonaz.gov to discuss space-saving options for recycling service.
4. Show that sidewalks in front of parking spaces maintain a minimum 4 foot unobstructed width per TSM 7-01.4.3 A. The parking spots must have wheel stops or the sidewalk must be 6.5 feet in total width to ensure that vehicles do not obstruct the 4 foot width.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There must be a new NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.
2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
4. There will need to be a street landscape border on N Estrella Av per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
5. There will need to be interior landscape borders on the north, west, and south sides of the property per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
9. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
10. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with Administrative Manual Section 2-06. Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to zoning approval of any associated building permits.

2. Based on the narrative provided, the proposal is likely best classified as a Shelter Care land use type, which provides “lodging on a temporary basis, meals, and counseling to homeless persons, pregnant teenagers, victims of domestic violence, and children who need full-time supervision, including those who are neglected, runaways, or status offenders.”

3. Shelter Care, with a maximum of fifteen residents, is permitted in the R-2 zone through the Zoning Examiner Special Exception Procedure, subject to use-specific standards 4.9.7.J.1, .2.a, .3.b, .4, and .9. Please note that the land use is restricted by the number of residents and not the number of units.

4. Shelter Care is considered a non-residential use (UDC 6.6.3.D). Per UDC Table 6.3-2.A, when a non-residential use is adjacent to a residential zone, the minimum required perimeter yard is ten feet or ¾ the height of the proposed exterior building wall. Per UDC 6.4.5.C.2.a, for nonresidential development abutting a local street, the minimum required perimeter yard is twenty feet.

5. The proposed use meets the required number of motor vehicle parking spaces.

6. Per UDC Table 7.4.8-1, two short-term and two long-term bicycle parking spaces are required for the proposed development. Ensure all bicycle parking is designed in accordance with UDC Section 7.4.9.

7. A continuous pedestrian circulation path is required to connect all areas within the development including, but not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas.

8. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.

9. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.
