Site Engineering REVIEW COMPLETED 1. Underground Retention: As per the updated Detention/Retention manual, underground retention requires city engineer approval based on the following comments. Approval must be received before first submission of the development package:

a. As per the updated Detention/Retention Manual 4.13.1.4, show how 150% of the required 100-yr detention volume is provided in the site drainage improvements

b. Show how necessary first flush volume is retained and infiltrated into the surrounding soils and that the soil beneath the chamber will infiltrate in a reasonable amount of time through a geotechnical report (now), or an infiltration test completed (prior to final inspection)

c. Ensure landscaping comments regarding rainwater harvesting are addressed. Water harvesting must be maximized. Onsite flow should be primarily directed towards landscaping through the use of grading and curb cuts/scuppers

d. Include a note in the plan set requiring a maintenance schedule and process that follows the manufacturer's process.

e. As per the Detention/Retention Manual 4.13.1.5, include an inspection and maintenance port into each chamber

f. As per the Detention/Retention Manual 4.13.1.7, process a covenant agreement for this project, a sample can be found at:

2. Per the conditions of rezoning case C9-12-07, the underground retention basin must be designed to include a disposal system that will pretreat and remove contaminants from runoff before the runoff is detained and discharged. The drainage report shall clearly demonstrate how contaminants from the fueling center are removed from stormwater.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1.Reach out to John Beale in Entitlements (john.beale@tucsonaz.gov) to find out if this is a major or a minor change in the approved PDP.
2. Please include a project narrative outlining how you will meet and continue to meet the re-zoning conditions laid out in C9-12-07.
3. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
4. Per the revised PDP and Memo for C9-12-07 dated September 13, 2012, #18 under Land Use Compatibility: “Noise generated ancillary uses, such as but not limited to; dumpsters, loading zones, air pump compressor, and other noise generating uses shall be located no less than fifty (50) feet from the west and south property line, unless otherwise buffered by a masonry screen wall and landscape areas. The landscape between the dumpsters and the sidewalk to the south shall be landscaped with trees, shrubs, and dg.”
5. Per the revised PDP and Memo for C9-12-07 dated September 13, 2012, #36 under Drainage/Grading/Vegetation/Heat Island Mitigation “...Landscape border to include 15-gallon native canopy trees every twenty-five (25) feet on-center the full length of the west and south property line. Trees to be on a permanent irrigation system.” Please ensure that this is the case, if not return the site to this.

7. Get City Engineer’s approval on the underground storage prior to submittal of the Development Package.
8. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
9. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
10. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the landscape borders.
11. Demonstrate how you are meeting the Commercial Rainwater Harvesting demands and how you will continue to meet the Commercial Rainwater Harvesting expectations. That is, if the current no longer works, the entire site will need to be brought up to code.
12. Per the revised PDP and Memo for C9-12-07 dated September 13, 2012, #40 under Drainage/Grading/Vegetation/Heat Island Mitigation “water harvesting areas shall also be protected from fueling and gas tank watershed areas. The drainage report shall clearly address this issue and provide proper recommendations as to the appropriate locations for water harvesting.”

3. The site is located within Compatible Use Zone-1 (UDC 5.6.5) and the Airport Hazard District for Tucson International Airport (UDC 5.6.11). The proposal appears to satisfy the restrictions and requirements of these airport overlays.
