Entitlements | REVIEW COMPLETED | PROJECT DESCRIPTION & LOCATION: The proposed special exception request is for the construction of a new 65-foot-tall TEP Pole with wireless communication facility located approximately 150-feet west of the intersection of E Golf Links Rd and S Pantano Rd, inside the Golf Links ROW on the south side of the road. This will serve as a replacement for an existing facility located on the northeast corner of Golf Links and Pantano Rd. The current proposal includes a 11.33-foot by 16.33-foot lease area with eight-foot-tall CMU wall, along with 6-foot-wide swinging access gate. No backup generator is included in this proposal. The proposed site is located within the R-2 Zone, which is covered by Plan Tucson, and the South Pantano Area Plan (Key Parcel 3). The proposed tower will require a Mayor and Council Special Exception per UDC Section 4.9.4.I.6.a. due to the proposed construction of a new tower in excess of 50-feet in height. APPLICABLE PLAN POLICIES: Policy direction is provided by Plan Tucson and the South Pantano Area Plan, Subarea 3. Plan Tucson The subject property is covered by the Plan Tucson, and the proposed tower location is within a Neighborhood Center Building Block. Neighborhood centers feature a mix of small businesses surrounded by housing and accessed internally and from nearby neighborhoods by pedestrian and bike friendly streets and by transit. Plan Tucson includes the following policies for telecommunications facilities: LT28.4.10 Require telecommunications facilities be located, installed, and maintained to minimize visual impact and preserve views. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers should be a prime consideration in the City’s acceptance and approval. LT28.4.11 Improve the appearance of above-ground utilities and structures and extend access to high-tech wireless communications facilities throughout the City. LT.28.6.11 Support environmentally sensitive design that protects the integrity of existing neighborhoods, complements adjacent land uses, and enhances the overall function and visual quality of the street, adjacent properties, and the community. South Pantano Area Plan The South Pantano Area Plan has no specific policy direction regarding wireless communication facilities. Subarea 3 calls for suburban density single family residential, with higher density residential and commercial use located along arterials and collectors. The proposed commercial wireless communication facility will be evaluated based on the project successfully addressing potential visual impacts. SURROUNDING ZONING AND USES: The site is zoned R-2 Residential Zone and is located along E Golf Links Rd, which is classified as a Gateway Arterial Street on the City of Tucson Major Streets and Routes Map. Properties to the south are zoned R-2, and properties to the north are zoned C-1, while properties to the east across Pantano Rd are zoned C-2 Commercial. Surrounding land uses include low intensity commercial to the north, single family residences to the south, a service station across Pantano Rd to the east. ANALYSIS: This special exception request is for the construction of a wireless communication facility in the R-2 Residential Zone under UDC Section 4.9.4.I.7. The proposed use includes a 65-foot-tall TEP Electric Pole, an 8-foot tall 16.33-foot by 11.33-foot CMU wall and assorted electrical and communications equipment. The applicant is advised that as the tower is taller than 50.0 feet from grade, a Mayor and Council Special Exception will be required. A radio frequency (RF) coverage map will need to be provided with the application submittal, along with a statement that the applicant has investigated other verticality in the area, and there are not suitable towers on which to co-locate. Additionally, no foot pegs should be showing to give the utility pole a smoother look. Photo simulations will be required along with the complete plan drawings. Based on the standards listed above, from both Plan Tucson, and the South Pantano Area Plan, A plan amendment is not required. ADDITIONAL PLAN POLICIES TO CONSIDER: None |
