Site Engineering Comments:
1. Provide Cut/fill quantities with acres of disturbance.
2. A Drainage statement document that justifies no noticeable change/affect for the sites current detention experienced on site to show full compliance with first flush retention/balanced basin detention requirements. Refer to the Design standards for Stormwater Detention and Retention Chapters 2, 3, & 4. Drainage report content and format requirements can be found in chapter 10 of the DSSDR as well. If this impervious coverage is increase more than 2000 SQ FT, then first flush retention requirements will be triggered.
3. Pedestrian circulation is required to connect all buildings, dumpster areas, common areas, and the sidewalk on all the street frontages per TSM 7-01.3.3. Demonstrate how this is achieved for connecting the west pathway to the east pathway.
4. It will be required to be demonstrate how drainage from the “existing structures” will be handled in regard to preventing rain discharging directly onto the proposed pedestrian sidewalks. This can be achieved by clearly showing all site downspouts and sidewalk scuppers. to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E.
5. Provide updated Waste Stream Calculations for the entire site according to TSM 8-01.8.0. Provide trash enclosure detail in compliance with TSM 8-01.8.9
6. The proposed parking spaces along the East side of the development will not be compliant because they encroach into Ferro Ave ROW.
7. Wheel stops will be required at all parking spaces adjacent to the sidewalks so as not to reduce the sidewalk path to less than 4 feet. UDC 7.4.6

DURING THE DEVELOPMENT PACKAGE REVIEW PROCESS, A FULL REVIEW WILL BE MADE BY THE SITE LANDSCAPE/NPPO REVIEW SECTION TO ENSURE COMPLIANCE WITH THE APPLICABLE CITY OF TUCSON UNIFIED DEVELOPMENT CODE, TECHNICAL STANDARDS MANUAL AND ADMINISTRATIVE MANUAL REQUIREMENTS FOR SITE LANDSCAPE, NATIVE PLANTS AND RAINWATER HARVESTING.

SITE LANDSCAPE/NPPO COMMENTS:

THIS RE-DEVELOPMENT IS A CHANGE OF USE AND REQUIRES FULL SITE LANDSCAPE CODE COMPLIANCE.

1. A landscape plan set is required. Preparation of the landscape plans shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

2. Parking lot canopy trees are required at 1 tree for every 4 parking spaces provided, see UDC 7.6.4.B. Structurally covered parking spaces do not count toward the ratio, see UDC 7.6.4.B.1.c.(8). Trees are to be distributed evenly throughout the parking area, see UDC 7.6.4.1.a.(1). See Technical Standards Manual 5-01.3.0 for additional landscaping in vehicular use area requirements.

3. A street landscape border is required along N 7th ST and along N Ferro Av per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C. Commercial land use along MS&R and non-MS&R requires a 10’ street landscape border. The parking spaces on the east side of the parcel are currently located where the street landscape border is required.

4. A drip irrigation plan and details are required for all proposed landscape planting areas.

5. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) if necessary for this project.

6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

7. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. **The proposed parking area itself is a commercial scale parking area and requires canopy trees and commercial rainwater harvesting.

8. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades/percent slopes, spot elevations and curb cut inlet and outlet locations.

9. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area.

10. A separate irrigation water meter is required. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. This parcel is zoned C-3. Administrative and professional office is a permitted use in this zone, with no applicable use-specific standards.

3. This parcel is located within the Sixth Street Sub-Area (SSS) of the Downtown Links Subdistrict of the Infill Incentive District (IID). Reference UDC Article 5.12 for more information regarding the IID, including design standards. This is an optional overlay which may favorably modify dimensional and development standards from underlying zoning in exchange for meeting certain design standards. To initiate an IID application, first schedule a separate Entitlements Pre-Application Conference through TDC Online.

Applying for the IID requires a “Special Districts Application”, which is a separate submission from the Development Package. Any Special Districts Application must be approved before the related Development Package can be approved.

4. The current site is nonconforming in its configuration and development. A review of available historical records did not show that certain components – including for the parking within the N Ferro Av right-of-way -- of the nonconformance were legally established through an issued permit or approved site plan.

If there is disagreement about this, then it is incumbent upon the applicant to provide proof and argumentation as part of a “Zoning Determination” request within TDC Online.

5. The site plan proposes to enclose currently existing open structures into office/studio spaces. In addition to being a change-of-use, this enclosure will result in an expansion in gross floor area above 25%, requiring the entire site to come into full compliance with current development standards as articulated in UDC Article 7 (and related TSM chapters).

6. Provide a specific use per the UDC. “General commercial use” as indicated on the site plan is an insufficient description.

Please clarify why each unit includes a full shower and two sinks when the proposed use is “Administrative and Professional Office”.

7. Indicate what the use of the building in the northwest corner of the property is proposed to be. If this building is condemned or unsafe to enter due to structural considerations, indicate how entry to this area will be restricted.

8. Although the plans state “No building expansion”, this project would be considered building expansion in that formerly open structures are proposed to be enclosed, creating gross floor area where none existed beforehand. Include expansion calculations on the development package. This should include the mezzanine square footage.

9. Clarify gross floor area calculations; if loft/mezzanine areas have structural headroom of 6’ 6” or more, then count this square footage toward part of the total site GFA.

10. Dimensional standards for this parcel are as follows:
• Maximum residential density: 87 dwelling units per acre (48 dwellings based upon 24,288 sf)
• Maximum height: 75’
• Maximum lot coverage: N/A
• Perimeter yard:
o To the east and west (N Ferro Av, and N 7th Av, local streets): 20’
o To the north and south (adjacent to C-3 zoning): 0’

11. The development will be required to meet minimum motor vehicle and bicycle parking requirements per Article 7.

12. For “Administrative and Professional Office” use, one parking spaces per 300 sf of GFA will be required. Based upon 8,800 sf, 29 parking spaces would be required. This may increase if GFA for mezzanine areas and the northwest building is included.

Parking spaces along N Ferro Av do not meet current code requirements. Per UDC 7.4.6.K., the street cannot be used to navigate directly into a parking space on a commercial development. In addition, these parking spaces project into the ROW, which is not permitted.

13. Ensure the motor vehicle use area is designed to meets the requirements of UDC 7.4.6.

14. Per UDC 7.4.11.B, this project would require 5% of provided parking spaces to be EV Ready and 15% to be EV Capable.

15. Based upon 8,800 sf, two short-term bicycle parking spaces and two long-term bicycle parking spaces will be required. This may increase if GFA for mezzanine areas and the northwest building is included.

16. Pedestrian circulation will be required to connect all areas of the development, including dumpster areas, and to project to each adjacent right-of-way. No pedestrian circulation connection to N Ferro Av is shown.

17. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, the Zoning Review Section will conduct a full review to assure compliance with applicable UDC development criteria and technical standards.

Potentially serving this project is a 6in CA (Cement Asbestos), A zone potable water main located on the west side of the parcel ROW of N 7th Ave. We identified an existing water meters of 5/8”size serving the lot. If these services will be abandoned due to the building being demolished, and new service connections will be required, please contact Tucson Water’s New Services Section by calling 520-791-5164 or by sending an email to TW_Common@tucsonaz.gov.
For fire suppression requirements for the project, please note that a hydraulic study will be required to confirm system demand and capacity. Based on the results of that study, we will be able to determine whether a master plan will be needed.
