This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.
2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
4. There will need to be a street landscape border on E Speedway BL per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.
5. There will need to be a interior landscape border on the north side of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements.

7. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
8. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
9. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
10. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. The use is Commercial Services, Commercial Recreation, which is permitted in the C-2 zone. The development is subject to use specific standards C-2: 4.9.13.P
The use specific standards state “ The land uses in the Commercial Services (except Automotive Service and Repair, Day Care Use; Medical Service, Extended Health Care; Transportation Services, Land Carrier; and Travelers’ Accommodation, Lodging) Industrial, Restricted Adult Activities, and Wholesaling Use Groups shall be conducted entirely within an enclosed building unless modified by Use Specific Standards.” With that being said Commercial recreating must be within an enclosed building.
3. Vehicular parking requirements are 1 space per 300 sq. ft. GFA,
4. Bicycle Parking requirements are: 2 short-term bicycle parking spaces and for long-term bicycle parking spaces 1 space per 12,000 sq. ft. GFA, the minimum requirement is 2 spaces;.
5. The minimum width of a two-way PAAL is 24 ft.
6. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. Pedestrian access along the street is required. Show complete pedestrian circulation for the site.
7. The required setback along speedway is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan , whichever is greater.

Comments:
1. Please show the future ROW line on the development package site plan 10’ north of the current ROW property line.
2. TSM 10-01.3.3 Sidewalks are required along the entire street frontage of all properties with developments that expand floor area, site area, or vehicular use area of 25% or more. This project will expand site are by more than 25% so sidewalks are required.
3. TSM 10-01.4.1 All projects which require a new sidewalk will provide a sidewalk with a minimum width of five feet along local streets and six feet along collector and arterial streets. This project will require a new 6’ sidewalk along the entire frontage along Speedway.
4. TSM 10-01.4.1 – Sidewalk maximum cross slope is 2%.
5. A pedestrian easement will be required if the new required sidewalk crosses onto private property. Contact Bob Beecher for assistance and a template for an easement dedication. Bob.Beecher@tucsonaz.gov
6. P. A. G. SD 207, ICC 117.1 Sec 405.7 - Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 60” X 60” ADA landing is required with a maximum 2% cross slope. Please identify this landing with dimensions and specifications with a callout.
7. Tie-in new sidewalk to existing sidewalk west of the parcel with a 3:1 taper if shifting the alignment of the sidewalk laterally. Tie-in to existing sidewalk per P.A.G. standard 203. Please label this taper on the next submission.
8. SDG 3-14 Where sidewalks cross driveways, the sidewalk should be dominant, maintaining the level, slope, and material of the sidewalk.
9. SDG 3-15 When the sidewalk is at the back of the curb, the sidewalk should be routed behind the driveway apron where driveways cross the sidewalk. If it is infeasible to route the sidewalk behind the driveway apron, the sidewalk may be lowered to meet at the level of the driveway in order to avoid excessive cross slope. The sidewalk should only be lowered after all other options have been explored.
10. A driveway apron (per P. A. G. SD 206) is preferred (for pedestrian comfort) over curb returns, but curb returns are permitted on arterials like Speedway. If using curb returns, the radius should be 20’ (for the intersection of a driveway and a thoroughfare, SDG 5-10, Table 5.2).
11. Restore any unused curb cuts. New concrete curb per P.A.G. standard 209.
