Site Engineering REVIEW COMPLETED 1. The site is located in a balanced basin. Stormwater runoff exiting the site post development must be equal to or less than the peak discharge rate pre-development.
2. In accordance with Low Impact Design first flush retention standards, the site must retain the first 0.5 inches of rain water that flows off of impervious and disturbed surfaces in water harvesting basins or landscaped areas.
3. Stormwater harvesting must be maximized through water retention in landscaped areas and basins.
4. Rear yard can be used for stormwater retention and detention if designated as a landscaped area or water harvesting basin.
5. Underground stormwater storage does not count toward first flush or retention requirements unless approved by City Engineer.
6. Sidewalks in the right-of-way are required to be 5 feet wide and must comply with standards outlined in TSM 10-01.3.3.

PROJECT: LINCOLN SFR UNITS
ACTIVITY NO. TP-PRE-1122-00023
ADDRESS/PARCEL: 38 W LINCOLN ST/120-07-1120
ZONING: R-3

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

COMMENTS:
1. There must be a NPPO or NPPO waiver. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.
2. A landscape plan is required per 7.6.2.B.1-b . The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Per Table 7.6.4.c-1and UDC 7.6.4.C.2.(4) a 5’ street landscape border is required landscaping would be willing to allow the plantings required for the landscape border to be planted elsewhere on site, specifically to the north in the retention/detention basin as well as to the east in the retention area located to the rear of the units.
4. See Engineering notes for Retention/Detention.
5. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
6. Maximize water harvesting across the site, especially into the landscaped areas.
7. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan must have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
8. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. The newly adopted Detention/Retention Manual can be found: https://webcms.pima.gov/UserFiles/Servers/Server_6/File/Government/Flood%20Control/Rules%20and%20Procedures/Stormwater%20Detention-Retention/dssdr-final-201406-manual.pdf

Site Zoning REVIEW COMPLETED CDRC Thursday Pre-Submittal Transmittal
PDSD Zoning Review

FROM: Samuel Rogers, Lead Planner

PROJECT: Thursday Pre-submittal meeting – TP-PRE-1122-00023
Address: 38 W LINCOLN ST
Parcel(s): 120071120
Zoning: R-3
Existing Use: SFR
Proposed Use: Multifamily

TRANSMITTAL DATE: 12/15/2022

COMMENTS:
1. Development must comply with the Administrative Manual Section 2-06 - Development Package.
2. A Development Package (DP) will be required to be issued prior to any building permits, but they can both be in review at the same time.
3. Multifamily is an allowed use in the R-3 zone and subject to use specific standards 4.9.7.B.6
4. In the R-3 zone, where this site is located, the maximum density is 36 units per acre. This parcel is estimated on the Pima County Assessor’s site to be approximately 0.12 acres allowing for a maximum density of 4 units. The plan shows that the site is 0.14 acres which would allow for 5 units and I was able to find the lot dimensions on Pima County’s site here: https://www.asr.pima.gov/ParcelData/Map/Arm/MP06/06021_01.PDF. I would recommend attaching this map for reference on the DP submittal.
5. The maximum lot coverage in the R-3 zone is 70%, ensure that a lot coverage calculation is included on the DP.
6. The R-3 zone requires street side setbacks to be 20 feet or one and one-half the height of the proposed wall. Where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other than the front lot line, the street perimeter yard is ten feet. The setback is measured from the property line, it does not appear this development will meet setback requirements. Setbacks may be able to be reduced through a Design Development Option, I recommend reaching out to Mark Castro at Mark.Castro@tucsonaz.gov for more information.
7. Commercial developments must comply with the parking area design standards in UDC 7.4.6.D (https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5587). Parking spaces must back up into a Parking Area Access Lane (PAAL) and may not back out into a ROW. The current parking configuration will need to be updated.
8. For 3-bedroom units parking is required at 2.25 spaces per unit. For a development with 5 3-bedroom units, 11 parking spaces will be required.
9. Short term bike parking is required at 0.10 spaces per bedroom with a minimum requirement of 2 spaces.
10. Long term bike parking is required at 0.5 spaces per bedroom with a minimum requirement of 2 spaces. Long term spaces may be provided in unit.
11. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.

If you have any questions please contact me at Samuel.Rogers@tucsonaz.gov or (520) 837-6932.
