TP-PRE-1022-00006 ADDRESS/PARCEL: 383 N ESTRELLA/10602054A ZONING: R-2 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. COMMENTS: 1. A NPPO is required per UDC 7.7.3-B. The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing plants while allowing for salvage and transplantation of plants on the site that are likely to survive. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. 2. A landscape plan is required per 7.6.2.B.1-b . The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 6 parking spaces) per UDC 7.6.4.B.1. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible (TSM 5-01.3.2), and the requirement is 1 tree per 6 parking spaces; trees are expected to be placed within the parking area itself to provide shade on asphalt. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. A street landscape border is required on N Estrella Ln per UDC 7.6.4.C-2 and Table 7.6.4-1 5. One canopy tree is required every 33 linear feet in the landscape border. UDC 7.6.4C-1.a 6. Street landscape borders must be a minimum of 10’ wide as measured from the street property line. UDC 7.6.4.2.a 7. Street landscape borders must be covered with an appropriate inorganic ground cover, such as decomposed granite. UDC 7.6.4.2.d 8. 50% or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. UDC 7.6.4.e 9. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 10. Development must comply with the Administrative Manual Section 2-06 - Development Package. 2. Multifamily Residential is permitted in the R-2 Zone with the following use-specific standards: 4.9.7.B.6, .9, & .10 3. Parking is calculated as follows (Table 7.4.4-1 UDC) The number of spaces per dwelling unit is based on the number of bedrooms in each unit as follows: • Studio, less than 400 sq. ft. GFA - 1.00 space per dwelling unit • Studio, more than 400 sq. ft. GFA, and 1 Bedroom - 1.50 spaces per dwelling unit • Two Bedrooms - 2.00 spaces per dwelling unit • Three Bedrooms - 2.25 spaces per dwelling unit • Four or More Bedrooms - 2.50 spaces per 4. The maximum height of a principal structure in the R-2 is 25’. 5. The lot coverage maximum in the R-2 zone for a multifamily development is 25’. 6. Ensure access standards found in section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met. The 18’ driveway at the south end of the development does not meet the minimum width of a fire lane. There may be an easement along the properties East of Estrella Lane. If not, a purchasing of some portions of those properties may suffice to get the roadway compliant. 7. Depending on Engineering and Fire standards, a subdividing of the property may eliminate some of the need for that access width. 8. Bicycle parking per table 7.4.8-1 of the UDC is required. 9. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. | TW Hydraulic Modeling Review | REVIEW COMPLETED | 1. This property (APN 1062054A) is at the very end of an existing 460’ long 4 inch dead end water main in Estrella Ln. No new fire hydrants may be connected to this existing 4 inch water main, as it cannot supply the typical residential fire flow requirement of 1000 gpm. 2. This existing water main is also too small to accommodate the use of a fire suppression sprinkler system within this project. Section BI05.3 of Appendix B to the 2018 International Fire Code states, “For buildings equipped with an approved automatic sprinkler system, the water supply shaII be capable of providing the greater of. a. The automatic sprinkler system demand, including hose stream allowance. b. The required fire flow.” 3. Section 8.06.4.2.B of Tucson Water’s Design Standard Manual states, in part, “. . . Where fire suppression is or may be required, the minimum size for a dead-end pipeline in the distribution system shall under no circumstance be less than eight (8)-inches.” 4. To meet the TFD’s requirements, the owner / developer of this project will need to remove and replace the existing 4” water main with an 8” water main. 5.
