This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. The tree planting half diamonds in the parking area currently have a 20 square foot planting bed. The required area within the inside back of curb is 34 square feet. Adjust the half diamonds to meet this standard. See UDC 7.6.4.B.a.(3) An unpaved planting area, which must be a minimum of 34 square feet in area and four feet in width, must be provided for each canopy tree.

2. The landscape improvements proposed for this site are acceptable. Ensure that the parking lot tree planting triangles are a minimum of 34 square feet, inside of curb to inside of curb. Depress all of the new planting areas 6 inches for rainwater harvesting and include screened rock at 2-inch depth for dust control and aesthetics at all landscape planting areas.

3. Provide a landscape plan, irrigation plan and any applicable details with the development package submittal.

4. A portion of the new landscape plantings on site are within the ROW. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka, PLA for use of the ROW. (david.marhefka@tucsonaz.gov)

5. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

COMMENTS:
1. COMMENT: The site is zoned R-3 and the proposed use is an expansion of Commercial – Medical Service, Outpatient excluding blood donation center which is permitted through a Zoning Examiner Special Exception procedure (ZESEP) subject to the following use specific standards 4.9.4.O.2 and 4.9.4.P.1, 2.a, .3, & .4 (UDC Table 4.8-2).
2. COMMENT: Per UDC 4.9.4.P.2.a - a minimum perimeter yard of 20 feet from any interior lot line adjacent to residential zone is required. Per UDC 4.9.4.P.3 – requests to vary the provisions of this section, including setbacks for existing or new buildings, are processed in accordance with Section 2.10.1 and 3,19,3, Board of Adjustments Variance Procedure.
3. COMMENT: The maximum lot coverage permitted for R-3 is 70% (UDC Table 6.3-2.A).
4. COMMENT: The minimum setback requirement for nonresidential uses adjacent to nonresidential zones is the greater of 10’ or ¾ the height of the proposed structure wall (UDC Table 6.3-2.a).
5. COMMENT: The minimum parking requirement is 1 space per 300 square feet of gross floor area (UDC Table 7.4.4-1).
6. COMMENT: The minimum bicycle parking requirement for short-term bicycle parking is 1 space per 5,000 square feet of gross floor area with a minimum requirement of 2 spaces, and the minimum bicycle parking requirement for long-term bicycle is 1 space per 12,000 square feet of gross floor area with a minimum requirement of 2 spaces (UDC Table 7.4.8-1).
7. COMMENT: A pedestrian circulation path that is ADA accessible and a minimum of 4’ wide is required to connect all areas of development and to any street frontage (TSM 7-01).
