This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. A Native Plant Preservation Plan (NPPP) or a NPPO waiver is required per UDC 7.7. See UDC 7.7.3. Applicability; UDC 7.7.4 NPPO General Provisions and Standards; UDC 7.7.4.c. **If applicable, the planning and development services department will provide the applicant with a nppo waiver form upon request. If protected native plants are not present within the construction envelope for the proposed improvements or protected native plants will not be substantially impacted by development on this site, then the waiver is an applicable option. If protected natives are found within the construction area and need to be transplanted and mitigated, then a mitigation planting plan will be required. If a water line is not available to set up a temporary drip irrigation system on site, then a coordinated plan for interval watering will need to be included with the NPPO plan.

COMMENTS:
1. Comment: The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits (demolition permit) can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. Comment: The project site must comply with rezoning conditions found on related rezoning number TP-ENT-1122-00006.

3. Comment: The existing zone is I-2. Research and Product Development is a permitted use in the I-2 zone and subject to use specific standards 4.9.13.Q.

Additionally, this site is located in the Environmental Resource Zone and must be compliant with UDC 5.7.

4. Comment: In the I-2 zone there is not a minimum lot size. UDC TABLE 6.3-5.A.

5. Comment: There is no maximum lot coverage for nonresidential use. UDC TABLE 6.3-5.A.

6. Comment: The height maximum is 140’ for I-2 for feet for nonresidential use. UDC TABLE 6.3-5.A.

7. Comment: Setbacks for a nonresidential use adjacent to a residential zone is 2(H). UDC TABLE 6.3-5.A.

8. Comment: Wilmot is a Major Street & Route. Per UDC 6.4.5.C.2.a For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater.

Phantom test site development.

Based on the information currently available, Tucson Water is unable to provide service to the proposed project, even if it is located within the Tucson Water service area. The existing 12-inch B-Zone water main located on the northeast side of the parcel has been abandoned and no longer carries pressurized water. Additionally, the wells present in this area are monitoring wells only; they are not productive and are not suitable for use.
The parcel is located in Tucson Water F zone, there are no planned projects to extend the Tucson water distribution system to the F zone. Our one water 2100 plan includes a proposed path to serve the zone, but it requires a new reservoir, booster and up to 10 miles of new transmission main.
