The proposed development lies within the Existing Neighborhoods building block of the Plan Tucson Future Scenario Growth Map. Existing Neighborhoods are primarily developed and built out residential and commercial districts, and the goal of Plan Tucson is to maintain the character of these neighborhoods while accommodating some new development and redevelopment that contributes to neighborhood stability. Sewell Hudlow Neighborhood Plan: The Neighborhood Plan is intended to guide future development within the Plan area while protecting and enhancing existing neighborhoods. The neighborhood plan is split into two areas – the Sewell Area covers the western half of the Plan area, while the Hudlow Area encompasses the Plan area between Wilmot Rd and Kolb Rd. The subject parcel is within the Hudlow Area, which is primarily made up of low-density residential use, with commercial activity restricted to the area immediately surrounding major intersections, and relatively little medium- or high-density residential land use. The Plan’s Land Use Development Map indicates that the subject parcel, as well as all the parcels facing Speedway west of Rodeo Wash, are designated for residential office use. As indicated on the Development Map, these parcels also have deed restrictions which limit their non-residential use to residential office conversion only. Surrounding Zoning and Land Uses: West – O-1, office building North – O-3, hotel East – R-1, low-density residential South – R-1, low-density residential Analysis: The proposed zone does not conform to the Neighborhood Plan and would not be supported by Plan policy. Any proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package (DP). Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. Comment: Administrative and Professional Offices is a permitted use in the C-2 zone with the following use specific standards 4.9.13.P. 3.
