The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. NEW BUILDING AND EASEMENT CURRENT LAND USE - SITE LANDSCAPE/NPPO COMMENTS: 1. A NPPO or a NPPO Waiver is required per UDC 7.7. SEE UDC 7.7.3. APPLICABILITY; UDC 7.7.4 NPPO GENERAL PROVISIONS AND STANDARDS; UDC 7.7.4.C. PLAN APPROVAL PRIOR TO PERMITTING; UDC 7.7.4.D. PROFESSIONAL EXPERTISE 7.7.5.C.5; ALSO SEE AM 2-11.3.0 PERMITTED EXCEPTIONS. PDSD will provide the applicant with the NPPO Waiver form upon request. IF THERE IS A DETERMINATION THAT THE SITE WILL NEED TO CONFORM TO MULTI-FAMILY CODE STANDARDS, THEN FULL SITE LANDSCAPE COMPLIANCE WILL BE REQUIRED – THE FOLLOWING COMMENTS OUTLINE THE SITE LANDSCAPE REQUIREMENTS: 2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. Interior landscape borders are required on the north, west and south property boundaries of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Multi-family adjacent to residential zoning/land use requires a 10’ interior landscape border. 5. A street landscape border is required along S Nogales Hwy per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Multi-family along MS&R and non-MS&R require 10’ street landscape border. 6. A drip irrigation plan and details are required for all proposed landscape planting areas. 7. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 9. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: A Site Water Budget Calculation Spreadsheet and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements require coordination between project managers, site engineers and landscape architects from the inception of the project. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance. Coordinate the Landscape Plan, Commercial Rainwater Harvesting Plan and the Civil Grading Plans to have identical basin size, grades, spot elevations and curb cut locations. 11. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area. 12. A zoning compliance approval from the zoning administrator will be required to verify all structures were properly permitted as we could not find any approved plans for the site. As part of the request for a zoning compliance letter, a baseline site plan shall be included to show all existing structures, sizes, uses, and building setbacks adjacent to current lot boundaries. Comments for proposed minor subdivision and proposed development: 3. The existing zone is R-2. a. Multifamily development is a permitted use in the R-2 zone, subject to use specific standards 4.9.7.B.6, .9, and .10. b. Single family residential is a permitted use in the R-2 zone, subject to use specific standards 4.9.7.B.6,.9, and .10. 4. Dimensional Standards for the R-2 zone: a. Minimum Lot Size: 5,000 square feet (UDC 6.3-2.A) b. Maximum Lot Coverage: 70% single family, 75% multifamily (UDC 6.3-2.A) c. Maximum Height: 25’ (UDC 6.3-2.A) d. Maximum Residential Density: 15 dwelling units per acre (one dwelling per 2,904 square feet) 5. Setbacks for the R-2 zone: a. Front street perimeter yard: 20’ (Table 6.4.5.C) b. Side/Rear perimeter yard: 6’ or 2/3 (Height of proposed exterior building wall measured from design grade, whichever is greater) (Table 6.3-2.A) 6. Some of the existing buildings will not meet current setbacks as proposed with the new lot lines. A design development option (DDO) or, for some structures, a Board of Adjustment Variance may be required. 7. Based on current pictometry aerial images, the carport in the northwest corner of lot 2 does not exist anymore. Please clarify if the carport exists as depicted on your plans. Lot 2 cannot have accessory structures without a primary dwelling on the lot. 8. The proposed easement as depicted should be redesigned to provide direct access to lot 3 without terminating in a parking space as currently depicted. Per UDC 7.8.4, the easement will need to be brought up to the standard of a street or parking area access lane. 9. It appears access to lot 3 is being utilized over the west parcel. If there is continued access over the west parcel to lot 3, an ingress/egress easement will be required over the west parcel. If vehicle access will not continue over the west parcel, a wall will be required to prevent access, otherwise both parcels will be considered one site, and the required development standards will be calculated based upon the conditions on both sites and applied across both sites. Based on the information above, the ingress/egress easement will be required to be built to current street standards (ie: curbs and sidewalks). 10. This property is located within the TIA airport environs overlay (UDC 5.6). Compliance with TIA regulations will be required with any new development. No building permits or certificates of occupancy could be found for any structure on site absent from the primary single family residence. All structures will need to be properly permitted using as-built plans before a land division application for this site will be approved. | TW New Area Development | REVIEW COMPLETED | TP-PRE-1024-00238 - Pre-Application Conference Review v1 – 5942 S NOGALES HY Tucson Water offers the following comments for your convenience: 1. There is an existing 8” PVC water main on the west side of the Nogales Hwy that can serve this project. 2. Each of the three proposed lots will need to have it’s own water meter. No sharing of water meters will be allowed. 3. The proposed lot configuration does not comply with Remote Meter Policy No. IV-B.08, Eff. 07/14/2009, as proposed Lot 3 has no real property frontage onto the Nogales Hwy. The private water service line for Lot 3 may not be located within the 24’ wide private ingress, egress & utility easement across Lot 2. 4. To comply with Tucson Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009: a. Each of the existing or proposed lots will need to have a minimum of 15’ of real property frontage onto the usable length of an existing or new public water distribution main, and the condition of the water distribution main must be such that it can be tapped to serve the proposed lots. b. The public water distribution main must be within a public or private street, public alley, water easement or public utility easement granted to the City of Tucson that shares a common boundary with the existing or proposed lot. c. The water meter serving each existing or proposed lot must be located within that lot’s minimum of 15’ of real property frontage onto an existing or new public water distribution main. d. The private water service line from the water meter for the existing or proposed lot to the building on the lot must not extend into any of the adjacent lots. e. The private water service line may not be located within a private water or private utility easement across an adjacent lot to the water main, as easements are not real property. 5. To meet the requirements of Tucson Water’s Remote Meter Policy: a. Proposed Lot 2 and Lot 3 may be combined making a single ‘flagpole’ lot that has 68.35’ of real property frontage onto the Nogales Hwy. b. Proposed Lot 3 may be reconfigured as a ‘flagpole’ lot that has a 15’ wide ‘flagpole” extending to the Nogales Hwy. c. A new 4” public water main may be constructed to proposed Lot 3. The new 4” public water main would need to extend into proposed Lot 3 a distance of approximately 20’ feet. It would also need to be centered within a public water easement that is a minimum of 15’ wide, or be located at least 7.5’ from the edge of a public utility easement that is of adequate width to accommodate all the underground utility lines that will be within that easement. 6. A copy of Tucson Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009 may be obtained by sending an e-mail request for this policy to me at the e-mail address in my signature block. 7.
