ACTIVITY NO: TP-PRE-0924-00217 ADDRESS: 5116 E PIMA ST ZONING: C-1 COMMERCIAL ZONE LANDUSE: MULTIFAMILY This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO COMMENTS: 1. A NPPO Waiver is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, a request for an exception from the Native Plant Preservation requirements shall be approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Administrative Manual Section 2-11.0.0 prior to Grading Plan approval. PDSD will provide the applicant with the NPPO Waiver form upon request. 2. A landscape plan is required per UDC 7.6.2.B.1-b. The Unified Development Code requires all new development, or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. A street landscape border is required on E Pima St. per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. 5. DTM approval is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) if necessary for this project. 6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 7. A Commercial Rainwater Harvesting plan is required: See Technical Standards Manual 4-01.3.0 RAINWATER HARVESTING PLAN. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: A Site Water Budget Calculation Spreadsheet and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements require coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance. Ensure that the Landscape Plan, the Commercial Rainwater Harvesting Plan and the Civil Grading Plans are coordinated to show identical basin size, grades, spot elevations and curb cut locations. 9. Maximize rainwater harvesting across the site into all landscape areas, including the street landscape borders and planting islands for the required trees in the parking area. 10. García PDSD Zoning Review Section PROJECT: 5116 E Pima St Parcel(s): 121-12-358B Zoning: C-1 Commercial Pre-Submittal Conference (1st Review) TP-PRE-0924-00217 TRANSMITTAL DATE: October 16, 2024 DUE DATE: October 17, 2024 1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. Per UDC Table 4.8-4, multifamily development is a permitted use in the C-1 zone. The land use group is “residential use group”. The class is “family dwelling”. The type is “multifamily development”. 4. Per UDC Table 6.3-4.A, multifamily development in a C-1 zone is limited to 30’ in height. There is no lot coverage maximum. Minimum setbacks are 10’ to E Pima St and 0’ to the east, west, and south property lines. Maximum permitted residential density is 36/acre (this would permit up to seven dwelling units on this parcel). 5. This parcel, and the one immediately to the south (APN 121-12-358A), appear to historically have functioned as a single entity in that they share access. Parcels that share access, maneuverability, and/or parking are considered one site regardless of ownership. The submitted proposal also indicates that this project would rely on the adjacent property for access and maneuverability. Unless it can be demonstrated that these two parcel function independently of each other, they will be considered one site for the purposes of development and application of the Unified Development Code. Any submitted development plans should incorporate the adjacent lot to the south. 6. Considering these two parcels as a single site with six total one-bedroom dwelling units, would require nine total parking spaces (at least one van accessible) per UDC Table 7.4.4-1. Parking reductions are listed in UDC Section 7.4.5. Among these are an Individual Parking Plan (IPP) which requires a public mailing. More information about the IPP process can be found by contacting Mark Castro at mark.castro@tucsonaz.gov or 520-837-4979. 7. Per UDC Table 7.4.8-1, two short-term and two long-term bicycle parking spaces would be required. These spaces shall be in compliance with UDC Section 7.4.8. 8. Per UDC Table 7.4.11-1, 10% of required parking spaces must be EV Ready and 20% must be EV Capable. 9. The addition of a new duplex of the same size as the existing structure would constitute a 100% expansion in gross floor area. As such, this project would be considered an expansion in use over 25% which would require the entire site (both parcels) to meet current development standards regarding motor vehicle area design, access, landscaping and screening, detention and retention, hydrology, and solid waste as indicated in UDC Article 7. See separate comments from Site Engineering and Landscaping/NPPO regarding these requirements. 10. The width of the parking area access lane along the eastern property line may be determined by Tucson Fire’s requirements for access into and out of the property based upon finalized designs. If it is necessary for Tucson Fire to use this lane for access, the minimum width for a one-way access lane is 20’ per UDC Table 7.4.6-2. Typically, if Tucson Fire requires use of an access lane, a turnaround or hammerhead is required at the end of the lane. On this site, the alley may serve as an exit. Confirm with Tucson Fire whether this would be sufficient to meet their requirements. 11. The current parking area access lane appears to be a combination of gravel and asphalt. The surface of this PAAL would need to meet surfacing requirements per UDC Section 7.4.6.I. 12. Per UDC Technical Standards Manual (TSM) Chapter 7-01, pedestrian circulation is required on site, connecting each unit, trash receptacles, and parking areas. Pedestrian circulation must connect to the street. Pedestrian circulation should be designed so as to not bifurcate parking area access lanes. 13. | TW New Area Development | REVIEW COMPLETED | TP-PRE-0924-00217 - Pre-Application Conference Review v1 – 5116 E PIMA ST Tucson Water has no objections to the proposed development and offers the following comments for your convenience: 1. Tucson Water’s records indicate that the existing parcel is currently served by a 5/8 water meter (Meter No. 15184753) that is fed from an 8 inch cement asbestos (CA) water main. This water main lies on the north side of Pima St. 2. The addition of a new Duplex requires the installation of at least one new water meter or the option of 2 new meters, one dedicated for each unit. Whatever the case, the new meter/s will have to be tapped to the 8 inch main along the northside of Pima St. 3. Please contact Tucson Water’s New Services Section with any questions you may have about new domestic water, irrigation water, or fire water services needed to serve this proposed development.
