Thank you, Rick Gonzalez, Architect From: Andy Vera <Andy.Vera@tucsonaz.gov> Sent: Thursday, October 5, 2023 1:12 PM Subject: RE: TP-PRE-0923-00334 - 15 N SANTA RITA AV – Wine Bar Cafe My initial assessment is this project would, at minimum, need to include provisions for one enclosure to support for 1/3yd trash and 1/3yd recycle containers, on wheels, to be rolled out onto the Hughes Alley. This appears to be more like a small restaurant serving food and drinks. If they can provide some examples of like users which have APC services we’d be happy to consider this for approval of APC service. The current alley is not used for APC collection. The alley must meet the minimum requirements of 20’ width, minimum 12 ft travel lane, and 15 ft over head clearance in order to be considered for a service thoroughfare. The applicant can refer to TSM section 8 for all requirements. |

TP-PRE-0923-00334 ADDRESS/PARCEL: 15 N SANTA RITA AV/124-06-2210 ZONING: R-2; Sunshine Mile UOD – Bungalow SubDistrict This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to ensure compliance with the applicable UDC development criteria and Technical Standards. COMMENTS: 1. Landscape/NPPO has no real concerns about this proposed project. 2. If there are any changes to the existing landscape, a landscape plan will required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. The existing trees located on the site along Santa Rita Ave do not provide the shade along pedestrian pathways that the UOD requires, please replace these with a more appropriate desert-adapted species that provides much more shade. Preliminary comments are based on underlying zoning. Some zoning standards may be waived or altered. Please refer to PDSD Design Review Board comments. - A development package will be required for this project. Information on the development package can be found here: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits - Alcoholic beverage sales in not a permitted use in the R-2 zone. However, successful SMD overlay application may allow this use at this location. - Alcoholic beverage sales has a parking calculation of 1 per 50 sq ft GFA. Per SMD document the requirement can be reduced to 1 per 200sq ft public seating area including outdoor seating collectively up to 3000sf. You would have to clearly demonstrate that the 3,000sf is not exceeded. - Parking may be counted in the ROW if it is within 300 feet of the site and is approved by DTM. (SMD Page III-15) - An IPP will be required for this project. - Proximity to transit must be clearly demonstrated to be less than 600’ to be eligible for the parking reduction (table III.H.2 SMD) - Co-location of food trucks is not permitted on the site unless the site is identified as a “mobility hub” on the SMD application.
