1. From recent clarification from Environmental Services per TSM section 8, although recycling service isn’t required the site needs to provide at minimum the enclosure space for both solid waste and recycling. A single enclosure won’t be sufficient and a double enclosure or additional single enclosures will be needed to meet this requirement. It is also important to point out per TSM section 8-01.4.I - required parking may be reduced for existing development when solid waste and recycling enclosures are provided.
2. Maximize water harvesting to all landscaped areas through the use of curb cuts and flush curbs.
3. Provide pedestrian circulation to the street frontage as well as to the dumpster enclosures.

COMMENTS:
1. Development must comply with Administrative Manual Section 2-06.0.0: Development Package (Tentative Plats and Site Plans). Building permits may be applied for concurrently with the development package; however, the development package must be approved prior to zoning approval of any associated building permits.

2. The proposed Food Service (coffee shop) use is permitted in the C-1 zone and is subject to use-specific standards 4.9.4.M.1 and .5, and 4.9.13.O. If Alcoholic Beverage Service is proposed as an accessory use, use-specific standards 4.9.4.V.1, .3, and .5-.9, as well as 4.9.4.C.3 also apply.

3. The proposal appears to meet dimensional standards such as setbacks, height, and lot coverage.

4. Per UDC Table 7.4.4-1, fifteen motor vehicle parking spaces are required for the proposed Food Service use. However, a parking formula of one space per 300 square feet of gross floor area may be used if it can be demonstrated that no more than 50% of the floor area of the site is dedicated to uses with a parking formula of one space per 100 square feet of gross floor area or a more intense formula (UDC 11.3.9.C.3). The existing Vantage West is within the overall site as well.

5. Per UDC Table 7.4.8-1, two short-term bicycle parking spaces are required for the proposed Food Service use. Long-term bicycle parking is not required for the proposed use (UDC 7.4.8.B.1.a.(1)).

6. Ensure compliance with Technical Standards Manual Section 7-01.4.3. All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet.

7. Provide a pedestrian circulation path from the development to the proposed waste enclosure as well as to the existing path along Wilmot Road (TSM 7-01.3.3.A and .B).

8. Ensure access standards found in Section 7.8 of the UDC and Sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual are met.

9. The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Zoning to assure compliance with the applicable UDC development criteria and Technical Standards.
