1. A lot combination will need to be filed with Pima County to combine all seven lots.
2. Balanced basin detention and first flush retention compliant with the Design Standards for Stormwater Detention and Retention manual sections 2 and 3. This needs to be described in a drainage report.
3. From recent clarification from Environmental Services per TSM section 8, although recycling service isn’t required the site needs to provide at minimum the enclosure space for both solid waste and recycling. A single enclosure won’t be sufficient and a double enclosure or additional single enclosures will be needed to meet this requirement.
4. Show that sidewalks in front of parking spaces maintain a minimum 4 foot unobstructed width per TSM 7-01.4.3 A. The parking spots must have wheel stops or the sidewalk must be 6.5 feet in total width to ensure that vehicles do not obstruct the 4 foot width.
5. Maximize water harvesting to all landscaped areas through the use of curb cuts and flush curbs.
6. Pedestrian circulation is required out to the road frontages along each adjacent road.
7. Sidewalks along Brosius, Palo Verde, and Universal are required

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by Landscape/NPPO to assure compliance with the applicable UDC development criteria and Technical Standards.

COMMENTS:
1. There must be a NPPO. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.
2. A landscape plan is required per 7.6.2.B.1-b. The Unified Development Code (UDC) requires all new development or an expansion of greater than 25% of an existing development to submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.
3. Ensure the required number of trees is in all vehicular parking areas (1 tree: 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a.
4. There will need to be a street landscape border on all sides of the site per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Yes, chainlink fence & vegetative screening will work for this site.
5. See Engineering notes for Retention/Detention.
6. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.
7. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. Landscape plan should have spot elevations in the detention/retention areas as well as in all water harvesting areas in the Landscape Plan.
8. Maximize the rainwater harvesting across the site into the landscape areas, including but not limited to the street landscape borders as well as the tree wells for the required trees for the parking lot.
9. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. Construction Requirements,
1. Any existing curb along the property frontage of Valencia Rd, Brosius Ave, Palo Verde Rd and Universal Way that is non-compliant will be reconstructed to meet current standards.
2. New curb returns on Brosius Ave and Palo Verde Rd are to have a minimum 18 Ft. radius.
3. New curb access ramps to be constructed at each curb return, per P.A.G. standard 207.
4. New concrete curb per P.A.G. standard 209.
5. New Concrete Sidewalk along the entire property frontage per P.A.G. standard 200.
a. New concrete sidewalk width along Brosius Ave and Palo Verde Rd to be 5’ wide.
b. (The property owner is not required to install new sidewalk along their property frontage of Universal Way because it meets the exception requirement of TSM 10-01.3.3.C.1 (Notes 1, 2 & 4)
c. Pedestrian traffic on the north side of the Universal way is unlikely.
d. pedestrian traffic is predominantly heavy along the southern side of the Universal Way.
e. The ADT of Universal Way is less than 140.
6. New curb access ramps on the SW corner of Valencia Rd and Palo Verde Rd per P.A.G. standard 207.
7. At least one sidewalk is required to connect the onsite circulation path to sidewalk in the ROW of every street to which the property has frontage.
8. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 5’ X 5’ ADA landing is required. Landings shall be 5’ X 5’ and not to exceed a 2% cross slope in all directions.
9. 3’ minimum buffer between curb and sidewalk, unless ROW is limited.
10. Protect in place existing streetlights.
11. Protect in place existing catch basins.
12. Protect in place or relocate accordingly, existing regulatory or warning signs.

Tucson Water has no objections to the proposed development and offers the following comments for your convenience:

1. This site is surrounded by public water mains, as described below:
a) An existing 16” water transmission main on the north side of Valencia Road, constructed under Plan No. 143-1978 and Work Order 8584.
b) An existing 6” public water main on the south side of Valencia Road, constructed under Plan No. 143-1978.
c) An existing 8” public water main on the west side of Lisa Frank Avenue, constructed under Plan No. 140-1983.
d) An existing 6” public water main on the north side of Universal Way, constructed under Plan No. 1403-1983.
e) An existing 12” public water main on the west side of Palo Verde Road, constructed under Plan No. 140-1983

2. There are also seven (7) existing 6” water main stub-outs and one existing fire hydrant on the site.

3. All of the above are shown on Tucson Water’s NW161514 valve map. This valve map and the ‘as-built’ plans for these water mains may be obtained from Tucson Water by sending an e-mail request to Tucson Water’s Mapping / GIS Records Center at twmapinfo@tucsonaz.gov.

4. Should a modifications / extension of Tucson’s public water distribution system be necessary, please contact me with the details for further information. Most, but not all, developer built modifications / extensions of Tucson’s public water distribution system are reviewed by Tucson Water’s New Area Development Section.

5. The City of Tucson has no role in the review /approval of proposed modifications to the existing public sewer system on and around the property. All reviews / approvals of such modifications to the sewer system are done by the Pima County Development Services Department on behalf of the Pima County Regional Wastewater Reclamation Department. The City of Tucson will review / approve the design of the private Building Connection Sewers.
