This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. Existing protected native vegetation (Palo Verde) may be affected by the wall installation. During the formal development submittal, provide replacement trees at the required mitigation ratio if these protected natives are scheduled for removal. Transplanting may be a viable option. Transplanting requires one additional mitigation Palo Verde for every one moved. See UDC 7.7 for NPPO standards. If the Palo Verde are within the construction limits and are planned to be preserved, then provide preservation fencing for the trees.

2. No other comments or concerns with the installation of this battery energy storage system.

1. The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency.

2. This parcel is zoned R-2. “Parks and Recreation” is a permitted use in the R-2 zone subject to use-specific standard 4.9.13.B & C.

3. The addition of the 1 megawatt battery energy storage system (BESS) is considered an ancillary use to the principal use on site. No special exception land use process will be required to permit this structure.

4. The siting of the BESS facility location will result in the loss of at least six vehicle parking spaces. Provide an updated parking calculations table indicating the site still meets the overall parking requirement for the principal use.

5. The site plan shown during the pre-application meeting indicates that the structure may be adjacent to the existing parking area access lane (PAAL). Per UDC 7.4.6.F.2.b, "Access lanes and PAALs must be setback at least two feet from a wall, screen , or other obstruction over six inches. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles.". Ensure the structure is at least two feet from the edge of the PAAL, which for a two-way PAAL must maintain a width of 24'

6. Provide pedestrian circulation from the BESS site to existing pedestrian circulation on site.
