The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards. SITE LANDSCAPE/NPPO COMMENTS: 1. A NPPO Waiver is required per UDC 7.7. SEE UDC 7.7.3. APPLICABILITY; UDC 7.7.4 NPPO GENERAL PROVISIONS AND STANDARDS; UDC 7.7.4.C. PLAN APPROVAL PRIOR TO PERMITTING; UDC 7.7.4.D. PROFESSIONAL EXPERTISE 7.7.5.C.5; ALSO SEE AM 2-11.3.0 PERMITTED EXCEPTIONS. PDSD will provide the applicant with the NPPO Waiver form upon request. 2. UDC 7.6.2. APPLICABILITY The provisions of this section apply to the following: A. All new development requires the preparation of landscape plans that adhere to UDC 7.6.4 and Administrative Manual 2-10. 3. Provide the required number of trees in all vehicular parking areas (1 tree to 4 parking spaces) per UDC 7.6.4.B.1. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 4. A street landscape border is required along E Tanque Verde Rd and along N Indian Ruins Rd per UDC 7.6.4.C-2 and Table 7.6.4-1. See UDC 7.6.4.C for landscape border requirements. Commercial development along MS&R and non-MS&R requires a 10’ street landscape border. 5. A drip irrigation plan and details are required for all proposed landscape planting areas. 6. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 8. A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. 9. Comment: The proposed development must comply with the City of Tucson Unified Development Code (UDC) Administrative Manual Chapter 2-06 – Development Package. Building permits (demolition permit) can be submitted and reviewed concurrently with the development package but the building plans cannot be approved until the development package is approved and the building plans are reviewed for consistency. 2. Comment: Clarify, is the existing building to be demoed and rebuilt? 3. Comment: General Merchandise Sales, excluding Large Retail Establishment is a permitted use in the C-1 zone with the following use specific standards 4.9.9.B.3 and 4.9.13.O. *All land use activities shall be conducted entirely within an enclosed building. 4. Comment: In the C-1 zone there is not a minimum lot size. UDC TABLE 6.3-4.A. 5. Comment: There is a 0’ setback for the side and rear setbacks. Nonresidential use adjacent to nonresidential zone is 0’. 6. Comment: Tanque Verde Rd is a Major Street & Route (MS&R). Street setbacks are 10’ from the future right-of-way. 6.4.5.C.2.a. For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is ten feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater. Indian Ruins RD is a local road. Street setbacks are 20’ from Indian Ruins RD. 6.4.5.C.2.b. For nonresidential and multifamily development abutting a Local Street: the minimum required street perimeter yard is 20 feet, as measured from the street property line. 7. Comment: There is no minimum lot size. 8. Comment: The height maximum is 30 feet for nonresidential use. UDC TABLE 6.3-4.A. 9. Comment: Ensure compliance with Table 7.4.4-1: Minimum Number of Motor Vehicle Spaces Required for Retail Trade Use Group is 1 space per 300 sq. ft. GFA 7380 SF / 300 SF = 25 Minimum Number of Motor Vehicle Spaces Required Identify the ADA Van Accessible Parking spaces. A minimum of 1 space is required for 25 vehicle parking spaces. 48 vehicle parking spaces are provided requiring 2 ADA Van Accessible Parking spaces. 10.
