This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

The comments provided are preliminary and are not to be assumed as a complete review of the proposal. During the Development Package review process, a full review will be made by the Site Landscape and NPPO section to ensure compliance with the applicable UDC development criteria and Technical Standards.

SITE LANDSCAPE/NPPO COMMENTS:

1. The landscape improvements proposed for this site are acceptable. Ensure that the parking lot tree planting triangles are a minimum of 34 square feet, inside of curb to inside of curb. Depress all of the new planting areas 6 inches for rainwater harvesting and include screened rock at 2-inch depth for dust control and aesthetics at all landscape planting areas.

2. Provide a landscape plan, irrigation plan and any applicable details with the development package submittal.

3. DTM review is required for all planting and irrigation in the ROW prior to the approval of the development package. Reach out to David Marhefka (david.marhefka@tucsonaz.gov) if necessary for this project.

4. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

COMMENTS:

1. The previous zoning determination letter (T17SA00367) indicates no building expansion can occur. While the proposed building expansion is minimal, it is contradictory to the zoning determination letter dated 9/11/2017. In order to clarify and confirm the expansion of the building is allowed, it is recommended the applicant requests a new letter from the Zoning Administrator. Log into to https://tdc-online.tucsonaz.gov and apply for “Zoning Compliance”.

2. Development must comply with the Administrative Manual Section 2-06, Development Package/Tentative Plat.

3. Medical service – outpatient requires a zoning examiner special exception in the R-3 zone and is subject to Use Specific Standards 4.9.4.O.2 and 4.9.4.P.1, 2.a, .3, & .4. No permit history was found for the shade structure depicted on your plans. The following Use Specific Standards are applicable for this structure.
A. 4.9.4.P.2.a = A minimum perimeter yard of 20’ from any interior lot line adjacent to a residential zone is required.
B. 4.9.4.P.3 = Request to vary the provisions of this section, including setbacks for existing or new buildings, are processed in accordance with UDC Section 3.10.1 and 3.10.3, Board of Adjustment Variance Procedure.

4. Per UDC Table 6.3-2.A, the following setback standards apply:
A. Perimeter yard setbacks are as follows:
a. Nonresidential Use to Nonresidential Zone = Greater of 10’ or ¾ (Height of the proposed exterior wall)

5. Ensure access complies with section 7.8 of the UDC and sections 7-01.0.0 and 10-01.0.0 of the Technical Standards Manual.
A. The pedestrian circulation paths must comply with 7-01.3: Within all development, a continuous pedestrian circulation path is required as follows:
a. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets.
b. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas.
